- This is a Sole Source engineering support requirement for the United States Air Force (USAF) TH-1H and UH-1N helicopters, collectively referred as H-1. The requirement is to acquire sustaining engineering support for the USAF H-1 fleet. This requirement is to obtain 2.5 years of Full-Time Equivalent (FTE) technical engineering support for the TH-1H and UH-1N helicopter platforms, hereby referred to collectively as H-1. The H-1 fleet is approximately 90 aircraft. Bell Helicopter, is the only one with the depth of knowledge and expertise capable of providing this support to the United States Air Force (USAF) H-1 System Program Office (SPO). Bell Helicopter's technical expertise is greater than that possessed by the SPO and they will allow access to OEM proprietary data including but not limited to structural/component data, drawings, qualification data, and analysis techniques to adequately maintain operational, safety, suitability, and effectiveness (OSS&E) for the H-1 platform. The specific tasks would require the expertise, analysis techniques, and proprietary data held only by the OEM. This is a non-commercial requirement for one 12-Month Basic period, and four 12-Month Option periods. The Government anticipates awarding a Firm-Fixed-Price contract with a Cost Reimbursement No-Fee line item for Travel to Cage Code: 97499, Bell Helicopter Textron, Inc., 3255 Bell Helicopter Boulevard, Fort Worth, Texas 76118-7630. Authority: 10 U.S.C 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source, and no other supplies or services will satisfy agency requirements. Data or rights are not owned by the Government or, where owned, cannot be made available to other sources. Electronic procedures will be used for this solicitation. Anticipated contract award date is 30 December 2016. Foreign participation is not permitted. This requirement has not been set-aside for small business. Respondents are to specify in their response whether it is a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Respondents shall also specify whether they are a U.S. or foreign-owned firm.
