(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-16-T-0278. This acquisition is issued as an request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87-2. (iv) The associated NAICS code is 541380. The small business size standard is $15 Million. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Mechanical and Corrosion Testing CLIN 0002: Contractor Manpower Reporting (vi) Description of requirements: Performance Work Statement (PWS) Machining and/or Testing of Mechanical Test Specimens 22 September 2016 C.1 Background The Lightweight Specialty Metals Branch (LSMB) of the Army Research Laboratory (ARL) requires machining and testing of mechanical test specimens in order to conduct mechanical behavior research that will be used to develop materials that provide improved protection and more durable vehicles. The Government will provide Government Furnished Materials (GFM) to the contractor precut as individual oversize samples that are approximate to final specimen dimensions; the Contractor to shall further machine the GFM sample sections into test specimens 21 days after delivery of GFM. Use of the Government contractor services and facilities off site from ARL will provide benefits in time and cost to the Government. The GFM will consist of steel alloy materials of 48-52 Rockwell C hardness (HRC), with quantity of two (2) alloys, 53 pieces of Alloy 2, and 53 pieces of Alloy 3. Each sample shall have a Government identity and orientation identity which shall be maintained by the Contractor to the specimen. Quantities, specimen types, and identities of the specimens will be provided by the Government on the supplied samples and a spreadsheet specimen list. The Contractor shall not perform heat treatment modifications on the GFMs samples or specimens. Alloy 2 and 3 will be delivered in one lot to the Contractor. C.2 Requirement The Contractor shall machine and test the GFM (reference C.1), which are samples of alloy steel material provided by the Government, no later than THREE (3) months after contract award and receipt of materials and deliver the materials to the Technical Point of Contract (TPOC) at ARL, Aberdeen Proving Ground (APG), Maryland. The Contractor shall machine a total of 106 mechanical, corrosion, and quench rate specimens according to the specifications below (ref C.2.1, C.2.3, C.2.4, C.2.5, C.2.7 and C.2.9). The Contractor shall then test 38 of the 106 specimens according to the details listed below (ref C.2.2, C.2.6, C.2.8 and C.2.10): C.2.1. Machine Tension Specimens; Type: Tensile, Round, ASTM E8, Small-Size Proportional to Standard, threaded; Specimen Metrics: Dimensions: 0.250" gage diameter with tolerance +/- 0.005" (") = inch, 1.000" gage length with tolerance +/- 0.005", with diameters concentric, and squareness +/- 0.001", gage center to be reduced by up to 0.002" in diameter to ensure fracture within the gage length, surface finish of 8 micro inch (µin.) in gage and the reduced section of 1 ¼ length; Quantity: 24 total specimens & samples = 12 Alloy 2, 12 Alloy 3; Test Spec. Material: High Strength Steel; Material Hardness: 48-52 HRC; Machining Temperature: Room; Machine from supplied sample of approximate dimension 2.9 L x ½W x ½ T, (inches) (Length (L), Width (W), Thickness (T). C.2.2. Test Tension Specimens, Type: Tensile, Round Quantity: 24 Test Spec: ASTM E8. Material: High Strength Steel Material Hardness: 48-52 HRC, specimens already machined; Approx. Dimension: 0.250 A4gage diameter specimen, 1.000 inch length; Other Info: Specimen Testing: 0.250" inch diameter. Stroke rate 0.03 in/min. Extensometer monitoring the entire test. 10 points per second data collection rate. Provide Elastic/Plastic/Total elongation from the test curve. Do not measure manual elongation - Do not fit tested pieces back together due to future scanning electron microscopy (SEM) work. Electronic data sequentially recorded 10/second with instantaneous time, load, force, strain are to be recorded individually per test specimen on individual Excel spreadsheet through the test to final fracture separation. Data to be reported includes initial specimen diameter, elastic modulus, yield strength, ultimate tensile strength, and elongation (%) C.2.3. Machine Compression Specimens; ASTM E 9 type Short, cylindrical; Specimen Metrics: Dimensions: 0.500" +/- 0.01" diameter x 1.000"+/- 0.05" length, parallel surfaces shall not vary by diameter or length by 0.002", surface finish of 63 micro inch (µin.) or better, ends flat and parallel within 0.0005"/" and perpendicular to lateral edges to within 3' (minutes) of arc; Quantity: 12 total Test Spec = 6 Alloy 2, 6 Alloy 3; Material: High Strength Steel Material Hardness: 48-52 HRC; Machining Temperature: Room; Machine from supplied sample of approx. dimension 1.1 L x 0.60 W x 0.60 T (inch). C.3 The Contractor shall provide an Engineering Support Report for each batch of materials tested in C.2 no later than three (3) months after contract award and Contractor' receipt of materials to the TPOC at ARL, APG, Maryland. The Engineering Support Report shall be delivered together along with all the machined and tested materials listed in C.2. The Engineering Support Report shall include all of the following information: initial specimen identities, dimensions, tested specimen dimensions, and test result data as called out in the appropriate ASTM test methods, PWS sections C.2.1-C-2.10; specifically: C.3.1. ASTM E8 test data including rate of displacement, tension test results of elastic modulus, 0.20% yield strength, ultimate strength, elongation, the timed 10/second electronic data in spreadsheet form with time, load, displacement, and specimen strain. Gage length of extensometer. Describe initial specimen dimensions, surface roughness, parallelism, gage diameter, and gage length or any anomalies. C.3.2. ASTM E 9 Compression Specimens, describe specimen dimensions, surface roughness, and parallelism. C.3.3. ASTM E 23 Charpy V-notch Impact Specimens, describe specimen dimensions, surface roughness, and parallelism, notch depth, angle, and radius and position on the specimen. C.3.4. ASTM E399 KIC fracture toughness, specimen dimensions, precrack procedure with load/frequency and length, test load, rate of test load, maximum test load sustained, crack lengths through thickness after fracture, test record of load versus displacement with load on vertical axis, the conditional fracture toughness, KQ, the Pmax/PQ ratio (see Section 9 ASTM E 399), the value 2.5(KQ/YS)2, the appearance of fracture, K or KQ, information and data called out in Section 10 ASTM E 399. C.3.5. ISO 7539-6 KISCC data and as presented by Novak & Rolf "Modified WOL Specimen for KISCC," J. of Materials, JMLSA, Vol. 4, Ni. 3, Sept. 1969, pp. 701-728, a. specimen dimensions including side grooves if used, the initial crack length ao measured at the center of the crack front, and midway between the center of the crack front and the ends of the crack front on each side surface, the length of the crack during timed intervals during testing, the difference of any two measurements of the crack length and the average crack length, the surface crack length, the difference of surface crack lengths, after completion of test measured along three positions, distance of crack from initial crack length, the plane of cracking, the difference surface crack lengths, the surface remaining ligament measurements (W-a) difference from the average remaining ligament length, b. the stress intensity factors K at the start and intervals of testing, the crack mouth opening displacement V, Young's elastic modulus E, the original and final crack lengths "a", the specimen thickness B, the specimen width W), the value 2.5(KSCC/YS)2 where YS is the yield strength, the parameter (4/)(KEAC//YS)2, c. descriptions of the test equipment and loading fixture, method of loading,, rate of loading, displacement gages, environmental chamber, description of material properties including alloy, yield strength and tensile strength, details of precracking procedure, with Kmax and K in the final precracking, d. composition of the environment solution, time in solution before loading, temperature, frequency of replacement of solution throughout the test, results of monitoring or control of the environment including specimen potential and temperature, pH, dissolved oxygen content of the environmental solution, fracture appearance, KISCC qualified to KI and time of failure or time of test, duration of test, the ao/W used in determining KISCC (KEAC), whether validity criteria for specimen dimensions were met, any anomalies, interruptions, or transients encountered during the tests described by magnitude, time, of occurrence, and duration. C.3.6. ASTM E 290 test temperature, specimen dimensions and finish, inside radius, result of test result by visual inspection following a bend through 90 to the specified inside radii of 6T thickness, type of test device used, description of test procedure, result of the test by crack or no cracking, time of inspection following test if not immediate. C.4 Distribution Statement The Contractor shall adhere to the following distribution statement when distributing this PWS: DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited. (vii) Delivery is required no later than two (2) month after contract award. Delivery shall be made to Army Research Laboratory (ARL), 2800 Powder Mill Road, Adelphi, Maryland.
