- Notice of Intent to Negotiate with One Source. The Naval Facilities Command Pacific (NAVFAC Pacific) intends to increase the capacity of contract N62742-13-D-0001 competitively awarded to HDR Engineering, Inc. (HDR) pursuant to architect-engineer competitive process (see FAR 36.601-2 and 6.102(d)(1)) from $10,000,000 to $12,000,000 in order to allow issuance of modification(s) to complete post contract award services under an existing task order. The Government intends to solicit and negotiate the contract modification(s) with HDR under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. The proposed modification(s) are to provide post contract award services (e.g., design and engineering services scope revisions, post construction award services (PCAS), follow on studies,, etc.) for the following projects: FY15 Special Project Red Hill Fuel Storage Facility “ Tank Upgrade and Release Detection System (RDS) and Tank Tightness Testing Study; FY18 MCON P-103 Water Phase 2, Joint Region Marianas, Guam; FY16 MCON P-535 Sanitary Sewer System Recapitalization, Naval Base Guam and Joint Region Mariana, Guam; FY17 P-400 Expand Parking Apron; and Aircraft MX Support Facility, RAAF Base Darwin, Australia. HDR is the designer of record for all projects and hence has the requisite knowledge and experience to continue providing the highly specialized post contract award services for these projects. If another contractor were to assume the duties for these projects, it would result in a substantial duplication of cost to the Government and unacceptable delays to the Government due to the learning curve involved in becoming familiar with the design or study and stake holders of the projects. This is NOT a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources to perform post contract award services. Interested parties may submit technical qualifications, which shall be considered, to W. Okemura via electronic mail to wanda.okemura@navy.mil no later than October 7, 2016. If the Government determines, based on the responses to this notice, that a full and open competition will be conducted, a synopsis will be issued in the Federal Business Opportunities web page announcing the solicitation. Otherwise, the Government will proceed with negotiations with HDR with no further notice.
