Description
Solicitation Notice/Synopsis Solicitation Number F16PS01289, Cibola National Wildlife Refuge Drinking Water System Replacement The U.S. Fish and Wildlife Service, Region 2, Division of Contracting and General Services is issuing a Request for Proposal (F16PS01289), posted on 26 August 2016. The magnitude for this project is estimated to be between $25,000.00 and $100,000.00. This request for proposal will be advertised as a "Restricted' solicitation, which will be open to all Small Businesses. Location: Work under this contract is located in Cibola National Wildlife Refuge located in La Paz County, Arizona. This Refuge is located approximately 25 miles south Blythe, California and relatively remote. Site Visit: Site visit will be held on 14 September 2016 at 9:00AM Arizona time and it is highly suggested you attend prior to submitting proposals. NOTE: You must be registered in the System for Award Management (SAM) to participate; offerors that are not registered will be rejected. The Contractor shall furnish all the necessary personnel, material, equipment, services to provide a Drinking Water System per the following requirements: The project includes testing to ensure new system provides drinking water meeting the Federal Safe Drinking Water Act (SDWA standards) and to be as low maintenance system as possible. The work shall consist of two (2) parts ¿ design new system/evaluate existing system and demolition/removal/disposal of all components needed to replace the existing water treatment equipment and its components of the existing RO system, all PVC piping that is not Schedule 40 PVC, multiple filters to remove sediment and other chemicals, ensure water is sufficiently "soft" to and etc. Government Furnished Materials: 1. The two (2) existing variable speed Grundfos pumps used for pre and post RO System product water pressurization. 2. The existing 2000 gallon Product Water Storage Tank will remain. Specifically the following items/characteristics are part of the existing water treatment system: 1. Existing product water storage tank: 2500 gallons 2. Inlet for system is located approximately 2.7 miles from the Colorado River. 3. Chemical pump located upstream of "upstream" of the current system. 4. RO system is producing approximately 6 gpm. 5. Water softening by using anti-scalant "Hypersperse". 6. Chlorination occurs at the inlet of the water system and as the water enters into the polished water tank of 2500 gals. 7. Raw water storage tank: 15,000 gals Water Quality of "Untreated? : 1. See attachment #1 for testing results. Project Requirements for Water Quality of "Treated", (based on the results from existing system) and other components needing replacement: 1. To meet or exceed the Primary and Secondary standards (SWDA). 2. System to provide easily readable screens or gauges to assist in trouble-shooting and system errors. 3. Easy to clean/flush or replace any filters for new system. 4. The electrical/wiring system may not be code compliant and will need to be re-habilitated to match code. 5. Determine if chlorination is needed at the Colorado River "inlet" of water system. 6. Evaluate and correct (as needed) any pressure fluctuations for the Main Office Bldg. 7. System should provide +/- 5 gpm (7200 gpd) of product water. 8. Use of existing waste water system appears to be acceptable. 9. Contractor shall label all water lines for example, "Untreated water in", "treated water" or some other system in such a manner that Service personnel can easily discern and understand the flow of water through the system. B.Location: Work under this contract is located at the Cibola NWR, near Blythe, CA,approximately 30 miles south in Arizona along the Colorado River. The address is 66600 Cibola Lake Rd, Cibola, AZ 85328. C.Site Visit: Contractors are encouraged to visit the project site and inspect existing conditions prior to submitting proposals.
