- Denied Area Internet (DAI) Innovative Idea Quest 1. EVENT PURPOSE SOFWERX is sponsoring a Denied Area Internet Innovative Idea Quest to generate concepts providing internet connectivity in areas where the communications infrastructure has been rendered unusable. The Problem : How would you create a solution to provide internet connectivity in an area with no consistent, reliable communications infrastructure? (T) Threshold: As a threshold, your solution must provide 5Mbps of bandwidth for 12 hours a day for a geographic area approximately 100 square miles in size for 100 end-user devices in which the existing communications infrastructure may or may not function. Scalable solutions that include aggregating a number of smaller internet coverage areas (bubbles) to meet the threshold requirement are acceptable. Your solution should have an inherent ability to capitalize on existing infrastructure when that infrastructure is functioning properly but also have an independent ability to connect to the internet in the absence of a functioning communications infrastructure. Outside of the confines of the area receiving the targeted internet service you are providing, the security situation is unpredictable and therefore mandates having transportable infrastructure to allow for recurring relocation to service other areas and to allude security threats, should your solution require some type of physical presence outside of the targeted area. The geographic distance from the targeted area to an internet back-haul facility in a safe location is up to 125 miles and the land between these two locations is not safe. (O) Objective: The objective capability will provide 800 Mbps of bandwidth for 24 hours a day to a 200 square mile geographic expanse with 70,000 end-user devices. Outside of this area you enjoy generally unfettered movement and have the ability to establish fixed sites. Within the targeted area the security environment is as indicated above. There are pockets of safe areas but generally the area is not secure. Leveraging the threshold solution to meet the objective requirement is encouraged but not mandated. All solutions must provide internet connectivity into the affected area, enable inhabitants to exchange digital information with each other within that area; and, provide connectivity for the inhabitants to the internet outside of the affected area. We anticipate the full range of ideas involving; satellites, unmanned aerial systems, aerostats, mobile ground repeater systems, MESH/MANET, and many others. We look forward to these types of solutions and any other unimagined and/or novel solutions. Performance Parameters: - Coverage area: 100 SQ MI (Threshold); 200 SQ MI (Objective) - 12 hours of internet per day (T); 24 hours (O) - 100 users (T); 70,000 users (O) - 5 Mbps bandwidth(T); 800 Mbps (O) Systems Attributes: - No permanent ground-based, fixed infrastructure inside coverage area; mobile, temporary infrastructure is acceptable for a 12-hour coverage period - All elements of any solution must be commercially available - Inherent system management protocols providing protection against pirating and adversary spoofing - Mobility/Transportability: ability to relocate the entire system - Scalability: ability to expand in size while continuing to function properly 2. SCHEDULE of EVENTS 22 SEP 2016: DAI Innovative Idea Quest Kick-Off 9 OCT 2016: 1130 PM (EST): Submission Deadline/Cutoff 11 OCT 2016: DAI Innovative Idea Quest Winners Announced 13 OCT 2016: Top three DAI Innovative Idea Quest Ideas presented to SOCOM members at a Senior Engagement Session during the SOFWERX 1208 Rapid Prototyping Event Rodeo in Tampa, FL 3. IDEA SUBMISSION PACKET REQUIREMENTS All submissions must include the following in order to be considered: A. Single-page graphical depiction of the concept of employment for the proposed solution (Overview-1) B. Written narrative not to exceed 3 pages or 1500 words. The narrative will describe how the proposed idea would be deployed to address the performance parameters and meet the system attributes, as well as explain the technical rationale and capabilities of the idea. C. Table or Spreadsheet with item inventory with associated costs or estimated costs, to include annual sustainment and maintenance costs. If annual sustainment and maintenance costs are unknown, projections of full time equivalents (number of FTE's, types and roles and responsibilities) are acceptable. The costs are used in general judging and thoughtfulness/maturity of the concept. They're not used for a "not to exceed" (NTE) basis. D. All submissions are to be in electronic format and submitted to "DAI Judging Panel" by using the following link: http://www.sofwerx.org/event/denied-area-internet-dai-innovative-idea-quest/. Your submission will include the name, phone number, email address and physical mailing address for the individual to be credited with submitting the idea or representing the collective group or organization submitting the idea. This information is to be included as the title page for each submission. All DAI Innovative Idea Quest information will be available at the link above. 4. INNOVATIVE IDEA QUEST ADMINISTRATION A. All Innovative Idea Quest ideas meeting the submission requirements will be judged by a panel of SOF operational and technical subject-matter experts based on the following criteria: 1. Technical Feasibility - a practical and effective technical solution 2. Fit to Purpose - a solution which can effectively address the problem 3. Innovation - a new, altered or improved solution 4. Commercial viability - reasonable cost and well thought out sustainment and maintenance plans 5. Quality of Proposal - well organized and concise proposal packet B. Based on the recommendations of the DAI Innovative Idea Quest judging panel, the top three ideas that best satisfy the judging criteria will be identified as "Good, Better and Best" ideas. Each individual or team submitting one of the selected DAI ideas will be personally invited to participate in a Senior Engagement Session between the winner(s) and a select panel of senior operational and acquisition leaders from across USSOCOM. This session will afford the winners of the DAI Innovative Idea Quest an opportunity to explain their idea in person and to hear firsthand contemporary thought on the challenges related to DAI. C. The Senior Engagement Session will occur at SOFWERX in Tampa, FL on Thursday, 13 October 2016 at 3:00 pm. Each DAI Innovative Idea Quest winner will have 30 minutes to present their idea to the panel. Winners may participate in the event in person or by virtual attendance (video teleconference or telephone conference). SOFWERX will reimburse travel expenses for up to two presenters for each winning idea. D. Winners will be notified telephonically and by email not later than 12:00 pm (EST), 11 October 2016. E. Any submitted data or information shall be considered information that may enter the public realm. Protection of intellectual property or other such rights are the responsibility of each participating individual or team. F. To receive an award, the submitters will NOT have to transfer to USSOCOM their exclusive Intellectual Property (IP) rights to the solution. The submitters will provide a perpetual, non-exclusive government use license. Submitters will be allowed and encouraged to commercialize their work. Continued collaboration with USSOCOM (although not guaranteed) is possible at the conclusion of the Challenge. G.
