- Table 1 & 2 - MTE Calibration Services to be Outsourced Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, seeks information from parties, preferably small businesses, capable of performing calibrations on measuring and test equipment (M&TE). SRS is located approximately 15 miles south of Aiken, SC and encompasses 310 square miles. The approximate number of employees at SRS is 10,000. These services would provide the stand alone capabilities to calibrate various pieces of M&TE for SRNS organizations. Parties would be responsible for pick-up/drop-off, roundtrip transport, calibration of the M&TE and minor repairs. 1. Types of Calibrations Interested Parties should be able to perform high accuracy calibrations in the areas of dimensional (micro-inch), mass (micro-gram), pressure (1.0 -7 torr to 100000 psi), force (100000 lbs.), torque (5 in-lbs. to 2,000 ft-lbs), acceleration/vibration, tachometry, air velocity/flow (5 SCCM to 900 SCFM), electrical (volt-ohm-milli amp meters process/handheld/bench top), time, temperature (0.001 degrees) and Industrial Hygiene instruments as a minimum. A detailed list of the equipment is attached in Tables 1 and 2. 2. Regulatory Requirements All calibrations identified on Table 1 must be performed in compliance with NQA-1 requirements or an equivalent. All calibrations identified on Table 2 must be performed in compliance with NIST requirements or an equivalent. Calibrations for each piece of M&TE are to be performed to the manufacturer's specifications for that equipment. 3. Personnel Experience/Requirements Interested Parties should have an in-house staff of highly-skilled, experienced metrologists with the ability to perform calibrations and repairs as necessary associated with completing the calibrations of various M&TE. Vendor personnel must be eligible to obtain DOE subcontractor badges (U.S. citizens only) to access an onsite pick-up/drop-off location. 4. Calibration Facility/Equipment Services need to be supported with state-of-the-art calibration equipment and environmentally controlled operations to perform high accuracy calibrations. 5. Calibration & Repair Reports The interested party must have the capability to provide both paper and electronic copies of reports, which shall include out of spec/out of calibration notices, as found/as left sheets and any service repair sheets. 6. Transportation, Turnaround Time, and Volume The Parties will transport the M&TE equipment to/from their facility to/from a single location at the SRS Site at least once a week. The turn-around time for these calibrations (pick-up to drop-off dates) is 10 to 21days. The required turnaround time for each instrument type is annotated on the attached instrument tables. Parties need to have the ability to support a large volume of calibrations annually (see attached tables), with the capability to support some urgent/rapid turn-around jobs. 7. Facility Audits The vendor will also provide access to their facility for audit purposes by SRNS. Expression of Interest Instructions Interested parties should submit an Expression of Interest that includes the following: •A description of how the party intends to perform the scope described in the RFI. Including identification of all types of M&TE the party can calibrate based on the detailed tables provided. •Tables 1 and 2 with annotation of which instruments the Party can calibrate. Together with unofficial unit pricing. •Documentation of how Regulatory Requirements will be met. •A description of Personnel experience and ability to meet SRS Badging requirement. •A description of the facility including the location. •Types of reports that the party can generate. •A description of how the transport will be conducted to minimize damage to the M&TE •Estimated annual cost for calibrations, minor repairs associated with completing the calibrations, transportation, and reports. Should include all calibrations the party can perform as annotated on the attached tables. An estimate should be given for each table. •An hourly rate for repairs (other than minor ones) associated with completing the calibrations. •A list of references Expressions of Interest shall be submitted via e-mail to Barbara Butler at Barbara.butler@srs.gov by Thursday, October 13, 2016. There is no page limit for Expressions of Interest. SRNS will review these statements of qualifications/expressions of interest for the purpose of developing a list of parties to receive a request for proposal, if this action advances to that stage of the procurement process. Any resultant request for proposal will not be subject to full and open competition. SRNS will use its best judgement when determining which interested parties should receive any follow-on request for proposal, and the selection of the parties to receive a potential request for proposal will not be based on any set of objective criteria. The basis for award of any follow-on formal request for proposal will be best value.
