Description
1. Introduction/Purpose The Federal Aviation Administration (FAA) is conducting a Market Survey to assess industry interest in the subject requirement, and to identify qualified and capable sources including; small business, service-disabled veteran-owned small businesses and eligible socially and economically disadvantaged businesses (SEDB) that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. Specifically, this market survey applies to the Driver Amplifier (DA) and Output Amplifier modules used inside the PPA LRU. The Mode S Beacon System is a combined secondary surveillance radar (beacon) and ground-air-ground data link system. Mode S provides positional information and minimizes interference. Mode S provides the medium for a digital data link which can be used to exchange information between aircraft and various air traffic control functions and weather databases. The PPA produces high power radio frequency (RF) pulses that are radiated in space through the antenna main directional beam (frequency of operation is 1030 MHz). The Government requires form-fit-functional replacement DA and OA modules that contain modern and available RF components; e.g., the RF transistor(s); that can replace the legacy units. The attached Statement of Work (SOW), attached as Appendix 1, describes the following module of the Mode S PPA: Driver amplifier module (replacement for Westinghouse part number 1D21879G01) Output amplifier module (replacement for Westinghouse part number 1D21881G01) Westinghouse; the Original Equipment Manufacturer (OEM) originally designed, developed, and manufactured the driver amplifier and output amplifier modules, which were procured by the FAA when the Mode S systems were initially fielded. Please review the attached Statement of Work for a detailed description of the subject requirement. The intent of this market survey is to identify companies that possess the capabilities to meet Government requirements to design and manufacture Form-Fit-Function replacements for the DA and OA modules incorporated as part of the PPA. Qualified offerors will need to show capability to furnish all required labor, plant, materials, fixtures, equipment, tools, test equipment, technical data/expertise and all other facilities necessary in support of their product that fully comply with Government specifications. Interested sources should provide evidence of qualifications/capabilities available to provide experienced qualified management and technical personnel to manufacture Form-Fit-Function replacements for the DA and OA. 2. Nature of Competition The acquisition strategy for this procurement has not been determined. The FAA intends to review all response submittals to establish the acquisition strategy. Acquisition decisions will be made based on the information provided by offerors responding to this market survey. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. Offerors are hereby advised that: (a)This is not a Screening Information Request or Request for Proposals of any kind; (b)The FAA is not seeking or accepting unsolicited proposals; (c)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; (d)Any costs associated with the market survey submittal is solely at the interested offeror ™s expense; (e)Any information provided in response to this market survey will be used for Government informational purposes only, and (f)Any proprietary information submitted in response to this market survey must be clearly identified and appropriately marked. 3. North American Industry Classification System (NAICS) Code The applicable NAICS code for this procurement is 334220. 4. Questions and Comments Submit any written questions or comments, which must be limited to aspects of this announcement, via email to Craig.Mayo@faa.gov. Please use Market Survey Comments and Questions Matrix (Appendix 3) to submit comments or questions on the Market Survey which are due no later than 10 business days after posting, with a 10 business day FAA response time. Any questions received and responses provided will be posted on the FAACO website. It is the responsibility of the interested offeror to monitor the site for applicable questions and responses that the FAA will post. Please find a detailed schedule outlined in Section 6 below. You are encouraged to submit nonproprietary information to the greatest extent possible; however, if you do submit proprietary information, please clearly mark all proprietary information included in the responses as such. Comments on the Market Survey are not considered part of the Capability Statement submission page limit. 5. Submittal Requirements for Market Survey The subassemblies must adhere to the configuration baselines as defined in the referenced SOW. The accompanying SOW is intended to provide enough information for prospective companies/offerors to decide whether or not they are capable of providing the DA and OA modules that meet the Mode S system ™s requirements. Submitted documentation must clearly demonstrate that the offeror can design and produce the DA and OA modules meeting Form-Fit-Functional requirements including but not limited to: physical dimensions, electrical reflected power, output power (minimum and maximum), rise time, and the ability to tune the input and output matching circuit, under specified test conditions. Offeror responses should describe the resources available to meet the description set forth in this market survey and provide documentation that clearly demonstrates that the interested offeror is qualified and capable of manufacturing Form-Fit-Function replacements for the DA and OA modules. The format of the documentation is at the discretion of the offeror. Interested offerors should respond to the following questions/data requests: 1.Provide a description of technical expertise and/or experience with the design, manufacturing, and testing of power amplifier modules, 2.Describe any experience performing under Government contracts and/or FAA contracts? Describe the nature of such experience and identify the Government/FAA program name, contract number, and period of performance. 3.Provide a description of the resources available to support the design, manufacturing, and testing of power amplifier modules as part of the offeror ™s production capability. 4.Describe your past performance history with the design, production and testing of power amplifier modules. Provide: customer name, type of power amplifier, quantities manufactured, and period of performance. 5.Does the offeror have a fully implemented Quality Assurance Plan? What is the Quality Assurance Plan in use by the offeror? Has the offeror been independently certified as compliant to ISO 9001 (e.g. ISO 9001-2008)? 6.Does the offeror have the capability to test power amplifiers in-house? 7.Does the offeror have the ability to utilize Government Furnished Information (GFI) as part of Factory Acceptance Test (FAT)? 8.Does the offeror have the capability to design, manufacture/produce a pre-production sample (Prototype/First Article)? 9.Provide an all-inclusive Rough Order of Magnitude (ROM) to include a unit price estimate for a First Article quantity of 200ea (100ea for the DA and 100ea for the OA), and up to 1,000ea Production quantity (500ea for the DA and 500ea for the OA). ROM will be used for Government planning purposes only. 10.Identify any warranty policies and quantity discounts offered. 11.Provide a short list of projects that the offeror has successfully designed and manufactured power amplifiers (emphasis on high power, high frequency RF amplification) can be submitted if available to demonstrate the capabilities that the offeror possesses in this area. 12.Complete and sign Business Declaration Form (Appendix 2) with descriptive information regarding the business status of the offeror. 6. Delivery of Submittals Market Survey responses must be submitted via email to Craig.Mayo@faa.gov by 5 PM EDT on November 21, 2016. Submissions received after this date and time will be determined to be late and will not be evaluated. Offerors response is limited to fifteen (15) single-sided, double-spaced, typed pages in Times New Roman 12 font with 1 inch margins, excluding illustrations, AND the business declaration form. Please find the following schedule with applicable due dates for each phase of the Market Survey: September 22, 2016 “ Market Survey Released. October 6, 2016 by 5 PM EDT “ Offerors to provide Comments and/or Questions to FAA (10 business days from Market Survey release date) October 21, 2016 by 5 PM EDT “ FAA posts response to Offeror Comments and/or Questions on the FAACO website (10 business days from receipt of Offeror Comments and/or Questions deadline) November 21, 2016 by 5 PM EDT “ Offeror to submit Response with completed Business Declaration form no later than 5pm (20 business days after FAA posts response to Offeror Questions and/or Comments) A completed FAA Business Declaration (Appendix 2) form must be submitted in *.pdf format. The FAA will not provide feedback on any of the submitted materials. The FAA will not release or distribute any of the information contained in the Market Survey responses.
