- --- Change 5 --- This change supersedes Change 4, which did not contain correct instructions and had outdated versions of the attachments. 1.0 Purpose The purpose of this change (Change 5) is to: (1) Request Industry feedback on the draft Performance Work Statement (PWS), CDRLs, Section H, Section L, Section M, DD254, and attachments. Vendors are advised that Section L Attachments L001 is available by request. In order to receive a copy of these attachments, vendors shall submit an email request in writing to the Contract Specialists at: michael.m.gomes.civ@mail.mil. In your request, please indicate what the vendor's intended use is of the documents, and whether or not the vendor intends to compete as a Prime Contractor or Subcontractor on a future procurement for PdM WF SwISS. These documents are for official use only and shall not be further distributed without express permission from the Contracting Officer. (2) Inform Industry of a PdM WF Software In-Service Support (SwISS) RFP Industry Day currently scheduled for 6 October 2016. Purpose of the PdM WF SwISS RFP Industry Day is to review with industry the acquisition approach, draft documents attached with this RFI, and schedule for the PdM WF SwISS contract. (3) Lastly, this notice serves to inform industry that the release of the FINAL PdM WF SwISS RFP is estimated to occur in the 1st half of Fiscal Year 2017. 2.0 Submission Instructions and Format Responses shall not be above the level of Unclassified//For Official Use Only (FOUO). Interested vendors are invited to respond by providing information in the following format: Cover page: (1) Name, address, and Cage Code of applicant/company (Corporate/Principal Office) (2) Name, telephone number, e-mail address of point of contact, and date (3) Label the cover page clearly with RFI title: "Software Defined Radio Software Interoperability, Operation and Sustainment Acquisition Strategy." Responses to the RFI documents shall be submitted using the attached "PdM WF RFI3 Comments Matrix". If a vendor's question/comment relates to proprietary information, the vendor shall place the question on the "Proprietary" tab of the PdM WF SwISS RFI Question & Comment Matrix. With the question/comment, the vendor shall submit a statement explaining why the question/comment is proprietary. If desired, the vendor may submit an Executive summary with overall feedback, limited to a maximum of 10-pages, in Adobe Portable Document Format (PDF) format (1-inch margins and 12 point Arial or Times New Roman font). All documents shall be submitted by email to the POC (Michael Gomes, Phone: 443-861-4967, Email: Michael.m.gomes.civ@mail.mil) no later than 10:00 AM EDT on 23 September 2016. This notice is issued solely for information and planning purposes. It does not constitute an RFP or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this notice; all costs associated with responding to this notice will be solely at the interested parties' expense. Not responding to this notice does not preclude participation in any future RFP, if issued. If an RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor this site for additional information pertaining to this requirement. All information provided within this announcement is subject to change.
