- National Aeronautics and Space Administration (NASA) has released the Broad Agency Announcement (BAA), titled Asteroid Redirect Mission Umbrella for Partnerships (ARM-UP), to solicit concept studies for basic and applied research and technology demonstrations, and mission investigations through partnerships with NASA's Asteroid Redirect Mission (ARM). The ARM provides an important early mission in the cislunar proving ground for deep space human exploration, including Mars, and is managed within the Human Exploration and Operations Mission Directorate (HEOMD). ARM-UP is an umbrella solicitation covering all aspects of applied research and technology for collaboration research and partnerships on the ARM. More information on ARM is available at http://www.nasa.gov/arm. The ARM-UP umbrella BAA covers all aspects of applied research and technology for collaboration research and partnerships on the ARM. Specific collaborative research and partnership opportunities will be announced by issuing Appendices to this BAA, to include, but not be limited to: partner-provided investigations through payloads to be hosted on the Asteroid Redirect Robotic Mission (ARRM); collaboration through an Investigation Team to support definition of additional mission investigations to be hosted on the ARRM; studies to define mission partnership opportunities toward NASA's planned crewed mission to the asteroid boulder; and studies to define opportunities for access and experimentation at the asteroid boulder after the crewed mission. NASA hosted a virtual industry forum Sept. 14, 2016, to provide more information about the BAA. The first two appendices issued under the umbrella solicitation, "Appendix A: Hosted Payloads on ARRM," and "Appendix B: ARM Investigation Team Phase 1," were released on September 6, 2016. Through Appendix A: Hosted Payloads on ARRM, NASA solicits proposals for partnerships to provide hosted payloads on the Asteroid Redirect Robotic Mission (ARRM). Specifically, NASA is seeking proposals to provide complete flight payloads on the ARRM flight vehicle as well as associated ground support systems and flight operational support. The hosted payloads may include onboard instruments or small secondary payloads that are deployed from the ARM spacecraft to meet partner goals as well as NASA objectives. Investigations enabled could include activities such as to characterize the asteroid's orbital and surface environments, determine the asteroid's internal structure, measure the abundance and distribution of resources, provide complementary support for boulder selection and capture, provide remote imaging of the asteroid boulder capture operations, and other payload concepts that complement the primary objectives of the ARM. The partner organization will be responsible for delivery of a complete, flight-ready payload at no cost to the Project. It is anticipated that most of the proposed payloads are either already sufficiently mature that little further development is required, or that the proposing organization plans to use their own funds, facilities, and personnel for payload development. NASA's contributions to the partnerships will include integrating the hosted payload with the ARM spacecraft, launching the payload and rendezvous with the target asteroid, and supporting flight operations of the hosted payload with communications and mission control services. NASA intends to provide a limited level of funding for NASA-unique deliverables during spacecraft development related to crew safety. The maximum would be $200K for milestone deliverable per year on a Firm Fixed Price basis until ARRM launch. There is also the potential for an option for additional milestone payments during mission operations. Appendix A is open to U.S. government agencies, NASA Jet Propulsion Laboratory (JPL), U.S. national laboratories, Federally Funded Research and Development Centers (FFRDCs), non-government U.S. institutions (companies, universities, nonprofit organizations) and international organizations. Proposals from international organizations must comply with NASA policies regarding the conduct of research with non-U.S. organizations. Additional eligibility information is included in the Appendix and the umbrella BAA. Notices of Intent to propose for Appendix A are strongly encouraged, but are not required. NOIs must be submitted electronically via NSPIRES (http://nspires.nasaprs.com/) by October 6, 2016. Not submitting an NOI will not impact the selection process. Proposals for Appendix A are due on November 3, 2016. Proposals must be submitted by an authorized official of the proposing organization. Proposals must be submitted electronically via NSPIRES (http://nspires.nasaprs.com/). Every organization that intends to submit a proposal in response to this Appendix must be registered with NSPIRES, and such registration must identify the authorized organization representative(s) who will submit the electronic proposal. Instructions on how to register in NSPIRES are provided in the Appendix and the umbrella BAA. The electronic proposal system places requirements on the registration of principal investigators and other participants. Potential proposers and proposing organizations are urged to access the system well in advance of the proposal due date(s) to familiarize themselves with its structure and enter the requested information. This is a broad agency announcement as specified in §FAR 6.102 (d)(2).
