Description

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey 07724 intends to enter into a contract on the basis of other than full and open competition for the renewal of McKesson Corporation brand name ClaimCheck ® Code Auditing/Editing software maintenance and technical support for existing ClaimCheck ® Code Auditing/Editing software in use throughout VA. VA TAC intends to award a sole source, Firm-Fixed Price contract with a period of performance of a 12-month base period with two 12-month option periods to McKesson Corporation, One Post St. San Francisco, California, pursuant to authority 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1(2) entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The proposed solicitation number for this effort is VA118-16-R-1409. There is no place of performance for this acquisition as this is a software maintenance and technical support renewal. This software is currently used by Veterans Health Administration (VHA) Office of Community Care, Community Care Operations for its claims processing system. The product's payment and coding edits are based on guidelines developed by the American Medical Association's Physician's Current Procedural Terminology (CPT © ), a review of the Centers for Medicare and Medicaid Services (CMS) guidelines, and specialty society guidelines; incorporating agreed upon industry practices, reviews and analysis by an extensive clinical consultant network. VHA Office of Community Care requires maintenance renewals for its existing ClaimCheck ® product which automates health care claims auditing and evaluates and clarifies clinical coding accuracy of outpatient, impatient professional, and ambulatory surgery claims for services provided to beneficiaries. The applicable North American Industrial Classification System (NAICS) code for this effort is 511210 with a corresponding small business size standard of $38.5M. The estimated date of award for this action is October 1, 2016. This notification shall close on September 23, 2016. This is a notification of intent, not a request for proposals.
