- Attached is a Pre-Solicitation Notice for RFP N02CP71000-26 THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL BE ISSUED ON A LATER DATE. Title: Support Services for Studies of Infection, Immunity, and Cancer The NCI's Division of Cancer Epidemiology and Genetics (DCEG), Infections and Immunoepidemiology Branch (IIB) is responsible for conducting field epidemiological studies to evaluate the link between various infections and cancer, and to apply what we learn about the link between infections and cancer towards better ways to prevent and screen for these cancers. Since cancers that are caused by infections typically occur with greater frequency in the developing world, many of our studies are conducted at international sites. This support services contract is intended to provide the support needed to implement molecular epidemiology studies led by IIB investigators in various locations around the world. The Government is seeking a Contractor to collect, process, and analyze data, including biological samples, for IIB through the use of technical, analytic, managerial, and clerical support. The Contractor shall function in a supportive role carrying out specific tasks and shall not engage in independent research. Any "designing" or "developing" mentioned herein does not imply research activities but shall be only for the purpose of assisting the staff of the NCI in support of the main objective. The work is divided into 11 major Sections. The Contractor will be required to perform: • Initial Transition Activities • Initiation, Liaison, and Administrative Management • Word Processing and Computing • Development of Study Data Forms, Materials and Procedures • Identifying and Tracing Study Subjects, Data Collection and Monitoring • Laboratory Aspects Involving Laboratory Specimen Tests and Laboratory Data • Data Preparation • Computer Programming and Data Management • Data Analysis • Study Documentation, Monitoring Quality Control and Priority Actions • Final Transition The NCI seeks a continuation of services to be acquired through full and open competitive procedures under NAICS 541990. It is anticipated that a cost-reimbursement, completion-type contact with a base period of one (1) year, four (4) option periods and five (5) Increased Capacity Options may be awarded beginning on or about January 20, 2017. The RFP will be available electronically at a later date and may be accessed through the FedBizOpps at www.fbo.gov. WE ENCOURAGE ALL RESPONSIBLE SOURCES, PARTICULARLY SMALL BUSINESSES, TO SUBMIT A PROPOSAL WHICH WILL BE CONSIDERED BY THE AGENCY. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile or email transmissions will be accepted.
