Description
The MWR Sports Fields is deficient in the field profile for proper drainage and sports activities; lighting; perimeter control; and turf as to provide for a maintainable competition level field. The contractor shall perform the following work as to correct the existing sports field deficiencies related to optimize competition level sports activities; adequate competition level lighting; irrigation for turf maintenance and preservation; and perimeter control. The contractor shall repair / install all necessary improvements as to make the sports field adequate for competition level play and functions. The below SOW has a Base Bid and Option Bid requirement. BASE BID TASK 1 - Repair Field and Turf 1. The contractor shall repair the sports field contained within the limits of the running track as to improve the soils, profile and turf. 2. Beginning NO LATER THAN November 2016, the contractor shall commence preparation of the soils as to receive new turf. Soils preparation shall consist of all requirements in order to remove all existing weeds and existing vegetation; proper formation of the correct soil content as to support the new Turf; and profiling of existing field as to insure proper drainage into the existing catch basins located on the outer edges of the existing field. Soils / Field preparation shall include any needed fertilizers and fill as to achieve the required soil content and proper profiling of the sports field as to meet the drainage requirements. 3. Beginning NO LATER THAN March, 2017, the contractor shall install new Turf. New turf shall be Bermuda Celebration. The new Turf shall be installed via the SPRIG method of application and of such sufficiency as to insure a fully established lawn over the existing sports field by June 1st, 2017. 4. From March 2017 until June 1st 2017, the contractor shall provide all required establishment maintenance as to insure formation of the newly installed sprigs into a fully turfed sports field, ready to receive full play of all sports and events. Establishment maintenance shall include but not be limited to: fertilizer, mowing, soil modifications and repairs to any eroded areas during the establishment period, and watering via the newly installed irrigation system. 5. From June 1st 2017 until the end of the growing season, but no earlier than November 1st 2017, the contractor shall perform ALL required recurring turf maintenance as to insure a weed free; healthy; and established sports field turf during the growing season and proper preparation of the soils and turf for the fall / winter dormant season. 6. The above scheduling requirement is based off an assumed Contract Award Date of no later than October 1st 2016. Should the award take place at a later date, the Government reserves the right to alter the scheduled start and completion dates listed below as to fall within seasonal requirements for the soils preparation, sprig installation, and establishment period as long as the stated scheduled still falls within the overall contract period of performance. Should any schedule revision be required due to a delayed award date that would require an extension to the contract period of performance, a contract modification shall be required as to edit or adjust the awarded period of performance with mutual agreement on the new stated performance period from both parties. 7. For all watering requirements stated / required above, the contractor shall be allowed to use the Base Water Supply with no cost for the water used. The contractor shall either make arrangements to acquire the water from the nearest tap at their sole cost for any modification required to tap / access the water; or via the irrigation system to be installed by the contractor in a separate Task requirement listed below. 8. Structural Design Criteria - Design Wind-Risk Category II, Exposure C, Ultimate Wind Speed: 150 mph TASK 2 Sports Lighting Installation 1. The contractor shall design and install a new lighting system for the sports field capable of illuminating the entire field at the MWR specified Competition level (50 Foot Candles) while throwing sufficient lighting to illuminate the running track and newly installed fence (installed via Task 3 below) at no less than 20 foot candles. 2. The new lighting systems shall be equal to, or greater than the LED Lighting Option provided by Musco Lighting. Lighting controls shall be provided by the manufacture and located adjacent to the existing controls supporting other Sport Complex areas and Systems. Quantity of lighting poles shall be as required to meet the foot candle requirements listed above. Existing electrical service for any existing irrigation systems, bollard lighting, and scoreboards shall be retained and maintained in operation at each site. New panel boards shall be provided to feed new pole-mounted lighting fixtures as required by the contractor s design. It is preferred that these panels are fed from the existing Panel located on site, adjacent to the tennis courts. 3. The New Lighting system shall be provided with the manufactures warrant as provided by the manufacture, equal to or greater than Musco s extended warranty plan provisions. 4. The new lighting system shall be designed and installed to meet local wind code requirements of no less than 150 MPH to include both structural foundations, lights themselves, support poles and ancillary lighting apparatuses. TASK 3 Perimeter Controlled Fencing and Gates 1. Contractor shall provide and install a 4-ft high, Black Vinyl coated chain link fence. The fence shall encompass the entire sports field from the outside of the running track and be supplied with sufficient Lockable pedestrian access points (gates) and vehicle access points (double gates minimum 2) as to allow for easy entrance into / out of the sports field by both users and sport maintenance equipment. Fencing layout, installation and components shall be designed for the area of installation and be of no less than : Posts are to be no less than 3 in diameter; Spacing shall be no less than a maximum of 6 ft; and foundations are to be concrete with a no less than a minimum depth of 4ft. Fence shall include tension wire on both the top and bottom as to prevent sagging in the fence fabric. All post shall have caps. TASK 4 Irrigation System 1. Contractor design and install a irrigation system for the sports field as to allow for proper field turf maintenance. The contractor shall include all cost for the design, tap into the Base s closest water supply of sufficiency for the designed water requirements and all cost associated with the full installation of the irrigation system as to arrive at a complete and useable irrigation system. 2. The Irrigation System shall include a programmable control panel with water savings features to include rain sensor as to prevent overwatering of the system during periods of adequate rainfall. The irrigation system control panel shall be located within the same vicinity as the lighting controls. OPTION BID Option Bid 1 - Repair Goal Post 1. The contractor shall repair the existing goal post (2 one at each end of the field) as to include prep, prime and paint with an exterior grade paint product as to preserve the posts and increase its visibility during low light levels. 2. As to improve the safety of those utilizing the field, the contractor shall fabricate or procure and install four (4) goal post safety pads (one for each post). The post shall be a minimum of 6 high with a 13 outside diameter; constructed out of 18oz vinyl coated nylon wit a solid polyfoam cylinder padding. The cover shall be either : Blue with Gold NAVY lettering or Gold with Blue Navy Lettering.
