The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a small business size standard of $27.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-09-23 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be INDIANAPOLIS, IN 46241 The National Guard - Indiana requires the following items, Brand Name or Equal, to the following: LI 001: WADVULTRA-PX-24 1 YEAR Adv Ultr Plan with Labor and travel expenses included in service contract Serial No. ED0338000807 PD0824360074 Desired plan start date 30 September 2016., 1, JOB; LI 002: MODBATTRPLC-T9 PD0824360074 Modular battery replacement for (1) Symmetra PX battery cabinet. Includes installation, removal and recalibration of UPS upon completion. (9) total battery strings, 9, EA; LI 003: MODBATTRPLC-T9 ED0338000807 Modular battery replacement for (1) Symmetra PX 40kW UPS. Includes installation, removal and recalibration of UPS upon completion. (4) total battery strings, 4, EA; LI 004: RVTL-MP-44 ED0338000807 Modular UPS revitalization service for (1) Symmetra PX 40kW with (4) power modules., 4, EA; LI 005: Installation- install battery and check to make sure they work, 1, JOB; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Indiana intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Indiana is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The following DFARS clauses are applicable under DFAS 252.212-7001: 252.225-7001, Buy American Act and Balance of Payments Program; 252.211-7003 ITEM IDENTIFICATION AND VALUATION (JUN 2005); 252.246-70000 Material Inspection and receiving Report and Army Electronic Invoicing Instructions. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using the Wide Area Workflow (WAWF). The WAWF website is located at https://wawf.eb.mil. There is no charge to use WAWF. New Equipment ONLY, NO remanufactured or "gray market" items. All items must be covered by t he manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected Offeror must submit a completed copy of the listed representations and certification; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. Award will be based on lowest price technically acceptable, past performance history and the ability to provide shipping and installation within a 30 day period. Priority given to vendors that can provide service for both line items see SOW details below: Provide (13) new high efficiency modular battery strings o (52) total individual modular batteries o Factory direct and tested ? Includes batteries, installation, removal and disposal during standard business hours o Onsite labor will be perform by APC by Schneider Electric field service engineers ? Recalibration of UPS and battery cabinet upon project completion to ensure components are operating to manufacturer specifications The components will be replaced with the most current revisions: Intelligence Modules, Static Switch, Power Modules, Power Display, Network Management Card, Switchgear Board, Battery Monitor Board and system PSU 1. A need for maintenance of the backup battery systems to maintain voltage to critical pieces of servers and network infrastructure. 2. Maintenance of these items ensures the availability of information and communications. Dependent systems would be degraded or unavailable for an undetermined amount of time if this equipment is not maintained regularly. This is a common commercially accepted best practice for ensuring integrity and availability of network data access and enterprise communications.
