Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK17604588R Revitalize KSC Water Waste Water Systems, Phase 5 & 6, John F. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO: The primary task of the construction firm will be the revitalization of Kennedy Space Center's water distribution and waste water collection system. A list of tasks associated with the proposed work includes, but is not limited to, the following: 1) Pipeline replacement and associated appurtenances throughout KSC. Pipeline replacement is to include critical water mains, facility service lines, valves, and fire hydrants. Specifically the installation of new Ductile Iron (DI) water mains into the existing water distribution system, abandoning the existing Asbestos-Cement (AC) water mains in place, and installing water meters at various facilities throughout the KSC water system. 2) Replacing the existing W-1 pump station with a new booster pump station adjacent to the existing pump station. The new booster pump station will supplement pressure from the City of Cocoa during average and high demands. 3) Demolishing and replacing water and wastewater system components at KARS Park 1. Demolition includes, but is not limited to, removing and abandoning sewer septic systems. Replacement includes, but is not limited to, installing a DI water main, High-Density Polyethylene (HDPE) force mains, grinder pump lift stations, sewer systems, and associated appurtenances at KARS Park I, as well as abandoning the existing 4-inch Polyvinyl Chloride (PVC) water main in place. The DI water main will be connected to the City of Cocoa water distribution system, and the force mains will be connected to the Brevard County wastewater collection system. Several gravity sewers and manholes along various streets will be replaced as well. The NAICS code for this procurement is 237110, Water and Sewer Line and Related Structure Construction with a small business size standard of $36.5M. The effort will include the following tasks and options: Task 1 - Replace Water Mains, Various Locations Task 2 - Replace W1 Pump Station Task 3 - Upgrade KARS Park 1 Water and Wastewater Systems Additive 1 - Replace Water Main at Ransom Road Additive 2 - Replace Water Main at Instrumentation Road Additive 3 - Replace Water Meters, Various Locations Each task and additive shall be bid separately. The Performance Period including all tasks and additives shall be completed in 365 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract price range of between $5,000,000 and $10,000,000. The acquisition shall be conducted as a 100% small business set-aside. The anticipated release date of the RFP is on or about the beginning of October 2016 with an anticipated offer closing date of on or about the beginning of November 2016. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled on or about mid-October, 2016. Prime contractors will be limited on the number of personnel in attendance. The Government has been informed that we can no longer utilize FedBizOpps (FBO) to transmit EAR or ITAR export controlled documents. Therefore, all contractors that will be interested in receiving drawings and specifications for this project will have to ensure they have been screened by the Defense Logistics Agency (DLA) Joint Certification Program (JCP) at http://www.dlis.dla.mil/jcp/ Specifications and Drawings for this project have an Export Determination of EAR and are considered controlled documents. Therefore, the download of controlled documents won't be permitted until requesters have been cleared through Defense Logistics Information Service (DLIS) through FedBizOpps. Please begin the FedBizOpps registration immediately since clearance could take a couple of weeks. If a contractor has been previously screened by FBO they can verify if their status is still active by utilizing their cage code at: http://www.dlis.dla.mil/jcp/search.aspx Further guidance on how contractors will receive the documents will be sent out with the solicitation. Notice is hereby provided that access to the drawings and specifications will be limited to offerors certified by DLA. One or more of the items under this acquisition is subject to the work trade organization government procurement agreement and free trade agreement. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
