INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Illumina, Inc., 5200 Illumina Way, San Diego, CA 92122-4616 to provide maintenance services on the HiSeq / MiSeq Sequencers located in the NHLBI Division of Intramural Research (DIR) in accordance with the following information. BACKGROUND The DNA Sequencing and Genomics Core (DSGC) was established in 2010 to meet the increasing demands of NHLBI investigators for next-generation sequencing. The main goal of the DSGC is to foster large-scale genomics research in the NHLBI Division of Intramural Research (DIR) by providing access to cutting-edge sequencing instrumentation and genome technology. As an integral part of the research community at NHLBI, the DSGC provides standard and advanced services for experimental consultation, data acquisition, and computational analysis. PURPOSE DSGC owns multiple sequencers which are used by researchers throughout the DIR. It is vital to the operations of DSGC that these sequencers are kept in optimal working condition. Any defects in the system could adversely affect sensitive experiments. EQUIPMENT COVERED The DSGC requires a maintenance contract to ensure all of the following equipment remains in proper working order: -cBot (S/N: 6001427); -cBot (S/N: 6001080); -MiSeq (S/N: M01180); -HiSeq 2500 (S/N: D00638); and, -HiSeq 3000 (S/N: J00139) The maintenance agreement shall cover the following services on the above listed equipment: -Includes full coverage for parts, labor, and travel; -Reagent replacement upon HW failures; -One (1) preventative maintenance inspection per year; -Remote technical support; -Three (3) business day average on‐site response; -HW/SW updates; -On‐site applications support; and, -Discounts on advanced training. PERIOD OF PERFORMANCE The period of performance will be October 1, 2016 through September 30, 2017 with two (2) option years. JUSTIFICATION The sole source determination is based on the fact that Illumina, Inc. does not authorize other companies to maintain its products. As a result, Illumina is the only company with the knowledge, training, and equipment necessary to perform all forms of maintenance on DSGC's equipment. The use of any company other than Illumina to maintain the equipment will void any manufacturer warranties. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, and the Small Business Size Standard is $20.5M. This acquisition is being conducted under FAR Part 13.5, Simplified Procedures for Certain Commercial Items, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89-1 (August 16, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 28, 2016 at 3:00pm EST and must reference synopsis number NHLBI-CSB-HL-2017-001-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan M. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
