Description
The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dockside repairs to NOAA ship NANCY FOSTER. The NANCY FOSTER is186 feet long overall, and its home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Gas Free Certificates; Clean and Gas Free Tanks, Voids, & Cofferdam Spaces; Mods Incidental to Rescue Boat Davit Installation; Escape Hatch Renewal; Watertight Door Renewal; Square Hatch Renewal; Double Door Installation; Diesel Engine Exhaust and Mufflers; Miscellaneous Electrical Repairs; Modifications to Galley Drains; Gauge Calibration; Air Handler Foundation Renewal; Hold Deck Ventilation Modifications; Main Deck "A" Frame Renewal; Annual Firefighting System Certification; Crane/J-Frame Hydraulics System; Crane Hydraulic Fitting Replacements; Life Raft Annual Inspections; Peck and Hale Deck Socket Replacement; Main Deck Weather Deck Preservation and Non-Skid. OPTION ITEMS: Mission Uninterruptible (UPS) Power Replacement; FOSCLE Deck AFT Deck Socket Replacement. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 60 calendar days, with a start date on or about January 2, 2017 and a completion date on or about March 2, 2017. Place of performance shall be the ship's home port facility located at the U.S. Coast Guard Pier "Papa", in the former Charleston Naval Station, Charleston, SC. The date, time and place for an inspection of the ship is October 20, 2016, 9:00 a.m. (local time) at the U.S. Coast Guard Pier "Papa", in the former Charleston Naval Station, Charleston, SC. Vehicle and personnel access to NOAA Ship NANCY FOSTER for the purpose of the ship inspection is restricted via gated security. All contractors, vendors and visitors must make pre-arrival arrangements for access in advance by contacting Mr. Tim Langdon, on or before noon on October 18, 2016 at (301) 713-7623 or (202) 577-3914 or by Email at Tim.Langdon@noaa.gov. Contact information for personnel attending the ship inspection must be provided to Mr. Langdon. Only individuals on the access list will be permitted onto the site to participate in the ship inspection. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about October 8, 2016 with proposals due on or about November 9, 2016. The anticipated award date is December 02, 2016. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted).
