INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to University of Oklahoma Health Sciences Center, 940 Stanton L. Young Blvd, Oklahoma City, OK 73104, to provide research baboons to the NHLBI Cardiac Surgery Section. BACKGROUND The NHLBI Cardiac Surgery Section is in need of baboons for its xeno‐transplant experiments. Baboons are used for these experiments because they have the same proteins (alpha Gal) as humans that cause rejection of transplanted organs. The Cardiac Surgery Section has been using baboons for their protocols for the last seven (7) years. The baboons used for the experiments need to be SPF certified (Specific Pathogen Free). During the experiments, the baboons will be immune‐suppressed, and the lab needs to know that they are free of any viruses that could multiply during this suppressed period. The baboons need to be domestically bred (not caught from the wild) to reduce the chance of infection with unusual diseases (such as rabies) or parasites. They must also be negative for Herpes virus papio 2 (HVP‐2), Simian Immunodeficiency virus (SIV), Simian T lymphocyte virus (STLV‐1, 2), Simian Hemorrhagic Fever (SHF), Simian Varicella Virus (SVV), Cytomegalovirus (CMV), Herpes virus papio 1 (HVP1), Simian foamy virus (SFV), Simian Virus 40 (SF40), Simian Retrovirus (SRV) and have protective titers for Rubeolla (measles). Male or female animals are acceptable, but animals must weigh between 9‐13kg, at the time of delivery. PURPOSE The purpose of this acquisition is to acquire specific pathogen free baboons to be used in the animal study protocol. These animals will be used in experiments that will help medical personnel better understand how to prevent organ rejection and also to explore the possibilities of using pig organs to supplement the pool of donated human organs. PROCUREMENT The contractor shall provide five (5) Specific Pathogen Free (SPF) research baboons. JUSTIFICATION The University of Oklahoma is the only contractor that can supply animals that meet the above specifications. The NHLBI Cardiac Surgery Section has been using their baboons for various studies since early 2008 and cannot change contractors during the course of experiments. Since switching to using their very healthy SPF baboons, the success with transplants has proved to be extremely successful. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 112990, All Other Animal Production, and the Small Business Size Standard is $0.75M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89-1 (August 15, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 28, 2016 at 3:00PM EST and must reference synopsis number NHLBI-CSB-HL-2016-283-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan Lear. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
