- The Huntington District, U.S. Army Corps of Engineers intends to award up to three (3) Firm Fixed price Indefinite Delivery, Indefinite Quantity Multiple Award Task Order Contracts (IDIQ-MATOC) for maintenance dredging and/or cleaning and snagging services for Ohio River Government Lock facilities and Ohio River open channel areas (within commercial navigation limits) located anywhere with the geographical boundaries of the following U.S. Army Corps of Engineers, Great Lakes and Ohio River Division Districts: Nashville (LRN), Louisville (LRL), Huntington (LRH), and Pittsburgh (LRP). This includes work on any navigable tributary of the Ohio River. Contract period will be for a base period of one year with a provision for four (4) option periods, not to exceed one year each. The total capacity for the sum of all task orders issued under these contracts is $45,000,000.00. Awardees will be required to perform and manage all facets of the work such as surveying the problem, recommending a solution, and correcting the problem in a timely manner. The Contractor must maintain the capability to provide quick response in emergency situations. Work requirements will vary in quantity from site to site. Examples of work that may be required by this contract include, but are not limited to: (1) Dredging (open water and upland disposal); (2) Clearing and snagging of streams and rivers; (3) Grading and management of upland disposal areas; (4) Construction of in-water disposal containment or sediment management structures; and (5) Various other dredging related activities A pre-bid conference will be conducted with a date to be provided in the solicitation. The contracts will be awarded to the lowest priced bidder(s) who are found to be responsive and responsible. This announcement is open to all businesses regardless of size. The NAICS code for this procurement is 237990, which has a size standard of $27.5 million in average annual receipts. To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. If a large business is awarded for this requirement, it must comply with FAR Clause 52.219-9 regarding the requirement for a subcontracting plan. Solicitation documents will be available on or about October 8, 2016 and can be downloaded at www.fbo.gov. Bidders shall submit one copy of the submitted package on a CD or DVD, in a searchable PDF format. Facsimile or electronic transmissions will not be accepted.
