Description

PRESOLICITATION NOTICE FOR: INDEPENDENT LIVING (IL) CONSTRUCTION - MONTOURSVILLE, PA VA101V-16-R-0494 THIS PROJECT IS SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY The Veteran's Benefits Administration (VBA) has a requirement for a Veteran serviced through the Philadelphia VBA Regional Office. The Contractor shall provide all labor, materials, equipment, supervision and any other items required to complete the project at the Veteran's residence in Montoursville, PA. The intent of this project is to improve the Veteran's independence in daily living to provide American with Disabilities Act (ADA) compliance for the home. Project will include front entrance enhancements including ramp installation, accompanying walkway/side walk from driveway to ramp and landscaping. Rear entrance enhancements include a ramp modification for power wheelchair access, accompanying walkway/side walk from driveway to ramp, widening of doorways, and landscaping. The first floor of the home will be opened and widened (halls/doorways) by removing interior walls, floor finishes, siding, windows, doorways, and chimney as needed. It will then be reconstructed under ADA guidelines. A platform lift and a stair lift will be installed. The kitchen will be reconstructed to demo existing counter, stove and sink and install new to meet ADA requirements. Upon construction, roofing in the home will be replaced to cover all enhancements. All work shall be conducted in complete accordance with the project statement of work (SOW), specifications, and drawings. All work to be closely coordinated with the VBA Contracting Officer (CO) and Contracting Officer's Representative (COR) and assigned Construction Management Service (CMS). SITE VISIT: A site visit is scheduled 13 October 2016 at 11AM Eastern. Upon solicitation release, firms must RSVP with the contracting officer in order to obtain the location of the site visit. Firms are encouraged/requested to confirm their interest in attending the site visit to the Contracting Officer at Dennis.Rogers4@Va.Gov as soon as possible and may do so before solicitation release. DURATION OF PROJECT: All work to be completed within 90 calendar days from the contractor's receipt of Notice to Proceed (NTP). SOLICITATION DOCUMENTS: The solicitation documents will be posted at www.fbo.gov on or about October 6, 2016, with proposals due approximately 30 days later. Dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Offerors (primes & subcontractors) should register at www.fbo.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. An Offeror's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Offerors responsibility to register at the www.fob.gov website. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be a small business under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, www.sam.gov, Dun & Bradstreet, to be eligible for award. Offerors MUST ensure registration in these websites are accurate, complete and have not expired prior to proposal due date. Project magnitude is between $25,000.00 and $100,000.00. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236118, Residential Remodelers, with a small business size standard of $36.5 million. In accordance with Veterans Affairs Acquisition Regulation (VAAR) 852.219-10(c) (4), the SDVOSB Contractor or SDVOSB Sub-Contractor is required to perform a minimum of 15% of the construction work on the project. BONDS in form of Bid, Payment and Performance will be required. Davis Bacon wage requirements will apply. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fbo.gov. Paper copies of the amendment will NOT be individually mailed. By registering to "Watch This Opportunity", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendment(s) will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.215-1 [Instruction to Offerors - Competitive Acquisition], Paragraph (b) [Amendments to solicitations].
