Description
The Marine Corps Tactical Systems Support Activity (MCTSSA), Marine Corps Base, Camp Pendleton, CA is issuing this sources sought synopsis as a means of conducting market research to identify qualified Service Disabled Veteran Owned Small Business (SDVOSB) sources having an interest in supporting this requirement. Industry responses to this notice may determine the Government's acquisition strategy. Amphibious Vehicle Test Branch (AVTB) is a test facility of the Marine Corps and supports the development and acquisition of amphibious and combat vehicles year-round. AVTB provides decision makers timely and accurate information regarding the effectiveness and suitability of the platforms under test. The requirement is to provide Road Profiling Support for AVTB vehicles, located at the basin in Del Mar area of Camp Pendleton, California. The requirement will quantify and document the shock and vibration environment throughout the vehicle during operation. As improvements are made to the vehicle, especially with the added electronics capabilities, defining the shock and vibration on a defined environment will provide the data necessary to develop tailored qualification test specifications for vehicle-mounted components and aid in defining the mounting design requirements. The objective of the Road Profiling Support requirement is to profile multiple road surfaces throughout the year by using a road profiling system. The data collected will be Global Positioning System (GPS) time-stamped and used with the shock and vibration data collected from the instrumented Topographic Production Capability (TPC) hardware. These collected data will be used to model the shock and vibration characteristics of multiple platforms of different wheeled and tracked combat vehicles. The collected data shall meet the following minimum requirements:  - GPS tolerance of ± 6 ft.  - RMS tolerance of ± 0.1 in  - Collect data for no less than 100 miles in one collection period  - Raw profile data in.CSV format  - Profile data in RMS roughness using RMSVA Method  - Power spectral density in.CSV format THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary; and the Government assumes NO responsibility for any costs incurred; and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. If your organization has the potential capabilities to perform these contract services, please provide responses and SUBMIT the following: (1) the contractor's specific and unique experiences with road profiling support for various military tracked and wheeled-combat vehicles; (2) a reference list of related DOD road profiling contracts within the past three years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) information related to the contractor's business size and socioeconomic status; (4) the GSA Federal Supply Schedule contract number or other Government contracts citing the applicable labor mixes that are authorized under the referenced contract; and (5) a statement as to the capability of providing employees with the required (top secret) security clearances.
