- The contractor will provide engineering, design and construction services as well as the requisite materials, equipment and permits to perform scopes of work listed under the RFP. The work includes upgrading the perimeter at NOSC, Erie PA. Demolition of Perimeter Security Fencing: Demolition tasks should include, but not limited to, removal of all fence fabric, posts, post foundations, and any fence accessories. Demolition tasks include, but are not limited to the following steps, which may not be in the correct order of phasing. a. Remove barbed wire. b. Remove all fasteners holding outriggers to fence posts and remove outriggers. c. Remove all ties, bolts, screws, and fasteners that hold fence fabric to fence posts. d. Remove fence fabric. e. Remove fence posts and any post foundations that are present. Design and Construction of New Perimeter Security Fencing: The design of the security fence shall meet UFC 4-0220-03 criteria. Additionally the security fence should include vertical privacy slats. Construction phasing shall be provided in such a manner where there is no impact to the functionality of the NOSC and government mission related tasks. For the sake of security, the time between demolition and construction shall be as limited as possible. Design and Construction tasks shall include, but are not limited to the following: a. Contractor shall visit the site and verify all equipment arrangements and all other pertinent field conditions necessary to develop the design. b. Provide necessary field adjustments and/or modifications to accommodate the design for new installation. c. Provide and install 9-gage chain link fence fabric, with mesh openings no greater than 2-inches per side. d. All posts, rails, bracing and tension wire ™s shall be located on the secure/protected side i.e. inner side of fence. e. Fencing fabric must extend to within 2-inches of the ground, so as to prevent fabric from being lifted by hand more than 5-inches. f. Fence fabric salvages shall be knuckled to allow for top and bottom rails. g. The northwest portion of fence and southwest corner shall be steel cable-reinforced terminating into dead-man anchors. h. Fence design and construction shall adhere to UFGS 32 31 15.53 High-Security Design and Construction of Interior Painting: Phasing for interior painting shall be done in such a way so as to not impact the mission of the NOSC and any government mission related tasks.
