Description

The United States Patent and Trademark Office (USPTO), intends to solicit and award a sole source Firm-Fixed-Price Contract for a Compustat Fundamental Data Subscription to Capital IQ, Inc. The anticipated base period of this subscription is 30 September 2016 through 29 September 2017. Additionally, two (2) subsequent 12-month subscriptions will be acquired; spanning from 30 September 2017 through 29 September 2019. Compustat Fundamental Data is a powerful financial modeling application to quickly evaluate company performance, produce in-depth peer analysis and conduct long-term backtest research. Features include: Ability to quickly generate models with desktop application built-in wizards and Excel®; Reporting & Templates, Charting & Modeling, Research & Analysis; and Proprietary & Third-Party Data Integration. A Sources Sought Notice was posted on FedBizOpps.Gov, from 26 August 2016 to 5 September 2016, with hopes of uncovering businesses capable of providing a Compustat Fundamental Data or equivalent database subscription. Despite being posted for eleven days, not a single vendor with the ability to supply Compustat Fundamental Data or an equivalent database responded to the Sources Sought Notice. Additionally, a comprehensive search of the internet failed to discern any product comparable to that of Compustat Fundamental Data. Furthermore, Robert Salaki (Director Client Development, S&P Global Market Intelligence) asserted in writing that S&P Global Market Intelligence is the sole source to purchase the Compustat Fundamental Data platform. Interested parties may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals/quotes; however; the USPTO will consider all responses received within 3 days of publication. A judgement by the USPTO not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the USPTO.
