Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability and potential qualifications of service-disabled veteran owned small businesses, veteran owned small businesses, and small businesses relative to the North American Industry Classification Code (NAICS) 325412 (Pharmaceutical Preparation Manufacturing). The Department of Veteran's Affairs VA Health Care System of the Ozarks located in Fayetteville, AR is seeking veteran owned small business manufacturers, or veteran owned small business distributors of small business manufacturers, to provide the commodity of Radiopharmaceuticals and ancillary supplies necessary to perform diagnostic nuclear imaging procedures, some of which are also used treatment of various diseases and disorder in Veterans. The Contractor is responsible for providing the requested radiopharmaceuticals at the requested time. 1.Radiopharmaceuticals will be delivered strictly in accordance with the requirements of the VHSO Nuclear Medicine Service. Deliveries will be made directly to the Nuclear Medicine Service, commencing at 7:00 A.M. Monday through Friday. 2.Emergency deliveries may be made on the following Federal Holidays on an as needed basis: a. New Year's Day b. Martin Luther King's Birthday c. Presidents Day d. Memorial Day e. Independence Day f. Labor Day g. Columbus Day h. Veterans Day i. Thanksgiving j. Christmas and any other day specifically declared by the President of the United States to be a national holiday. 3.Deliveries will incorporate sufficient lead or other high-density metal shielding to comply with all applicable federal and/or state standards relating to shipment of radioactive materials. Shipping containers must comply with all federal and state regulations. 4.The only unused dosed returned to pharmacy that will be credited are doses dispensed as "per physician order" from pharmacy and sealed "shrink wrapped" technetium heart doses, both sestamibi and tetrofosmin. Returns will be accepted by the contractor to a maximum of 5% of total heart doses received. 5.Contractor shall hold a current Arkansas Department of Environmental Quality (DEQ) license to produce and distribute radiopharmaceuticals for human administration, which permits Contractor to receive and dispose of radioactive waste. Contractor shall provide a copy of its radioactive material license to the Nuclear Medicine Service at the VHSO upon commencement of the contract. Contractor shall immediately notify the VHSO being supplied, upon any action by the USNRC agreement state and/or FDA to suspend or modify suppliers. Contractor shall provide radiopharmaceuticals, which have been prepared according to manufacturer's package, insert. 6.The Contractor shall remove all radioactive waste, including all syringes and vials no longer required. All waste shall be returned (Picked-up) the next working day. 7.Contractor to supply VHSO Nuclear Medicine Service with the following: a. Contractor's regular work hours b. Contractor's telephone number for call-in-orders during normal work hours. c. Contractor's telephone number and instructions for placing "Emergency" orders after contractor's regular work hours, including weekends. d. Contractor will furnish a statement that any radiopharmaceutical delivered as "ready-to-use" (individual doses in syringes) will have quality control performed by the Contractor, so that the delivered product will comply with the requirements of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and/or with the United States Pharmacopeia. e. All radiopharmaceutical shall be calibrated and labeled with concentration, calibration time, total volume and total activity. f. Consultation service regarding radiopharmaceutical applications, problems, controls, etc. shall be provided upon request at no additional charge. g. VHSO Nuclear Medicine Service shall be provided with copies of invoices h. Supplies will be ordered by issuance of delivery order or telephone request Interested sources are requested to submit an email delineating qualification, capabilities, and experience for providing this product. Please include your business size and veterans certification, if any, with your submittal. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The applicable North American Classification System (NAICS) Code for this requirement is 325412 and the small business size standard is 1250 Employees. All respondents please advise if your organization is a distributor of requested equipment or a manufacturer of requested equipment. Responses due are to be submitted by e-mail to arlene.blade@va.gov. The information requested must be received no later than 10:00 am Central Standard Time on October 3, 2016.
