Sources Sought Information Crane Operator Services Chena River Lakes Flood Control Project THIS IS A SOURCES SOUGHT NOTICE ONLY for "Crane Operator Services at the Chena River Lakes Flood Control Project, North Pole, Alaska." OFFERS OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. DESCRIPTION OF WORK: Provide properly certified crane operators and riggers/signalmen for on-call work at the Chena River Lakes Flood Control Project located approximately 18 miles east of Fairbanks, Alaska near the town of North Pole. The crane operators and riggers/signalmen shall operate a Government provided 90-ton P&H crane to bale debris at the Moose Creek Dam control works. Baling operations are necessary to ensure timely removal of debris (primarily fallen trees) from the face of the trash racks at the Moose Creek Dam during high water events which most likely occur during the months of May to September. Debris is removed with a clamshell bucket and loaded directly into waiting trucks or temporarily stockpiled on the deck of the control works. Typical baling operations are 3-4 days in duration but may be more or less depending on the nature of the high water event. Work may be required 24-hours per day in two 12-hour shifts. The crane operators and riggers/signalman shall not work more than 12 hours in any 24 hour period including time worked at other locations. This is essentially an emergency response type contract and the crane operators and riggers/signalman may be required to be on site within as little as 8 hours' notice. The Government will provide as much call-out notice as the situation allows. The contract will be a time and materials type contract with a contract period of one base year and two option years. A not-to-exceed amount of $50,000 is anticipated to be established for each contract year. Estimated award date is January 2017. The Contractor is to furnish all management, labor, equipment, travel, supplies, materials and other items necessary to accomplish the work. All contractor personnel shall be properly trained and certified for their position by the National Commission for the Certification of Crane Operators (NCCCO) or equivalent. Crane operators must also obtain a medical clearance. If this contract action is cancelled, all proposal preparation costs shall be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (SAM) to be eligible for a federal contract award. Offerors are advised to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. The North American Industrial classification System (NAICS) code is 238990, which has a size standard of $15.0 million. Interested vendors are requested to respond to the primary point of contact by e-mail with the following: 1. Company Name, Address and DUNS number. 2. Small Business status (for example, Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, Woman-Owned, etc.). 3. The number of certified crane operators and riggers/signalmen on staff and the firm's ability to provide sufficient personnel for a 24-hour per day operation. 4. The firm's ability to have personnel on site at the Chena River Lakes Flood Control Project (near North Pole, Alaska) with a minimum of 8 hours notice.
