Description
Fort Bliss currently has 41 UST's and 360 AST's but these numbers are constantly changing as new tanks are installed and old ones are removed. The environmental regulations of Texas, New Mexico and the EPA have numerous requirements that need to be met to keep Fort Bliss' fuel tanks in compliance. These requirements include tank and line testing, repairing/replacing fuel tank equipment, troubleshooting equipment, equipment inspection, removing tanks, installing new tanks, moving tanks, emptying tanks, and other tasks associated with operating and maintaining the fuel tanks on Fort Bliss. (See Part 5 of this PWS for specific tasks). PST Operational Maintenance: The Contractor shall perform various maintenance services to support environmental compliance of both the above-ground storage tanks (AST) and underground storage tanks (UST). These services will include by category: 1. Category 1 Tasks • Tank and line testing • Trouble shooting equipment • Inspection of equipment • Installing signs associated with tanks • Testing of equipment • Transporting fuel or water 2. Category 2 Tasks • Sampling soils and ground water • Emptying tanks and/or removing water • Repairs or replacement of monitoring equipment • Minor repairs/replacement of fuel tank sensors For the purposes of this contract it is assumed that there will be twenty-eight (28) Category 1 tasks and eighteen (18) Category 2 tasks. Larger support efforts such as construction of secondary containments, moving of tanks, and excavation and disposal of soils, if needed, will be contracted separately. 5.2 Task 2: Petroleum Storage Tank Operational Maintenance Support (Option Year 1) 5.2.1 PST Operational Maintenance: The Contractor shall perform various maintenance services to support environmental compliance of both the above-ground storage tanks (AST) and underground storage tanks (UST) as described in Section 5.1 above for an additional one-year period.
