Description
This is a Sources Sought synopsis for market research purposes only and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Participation is strictly voluntary with no cost or obligation to be incurred by the Government. The Air Force Life Cycle Management Center, Armament Directorate, Direct Attack Division seeks information on potential sources for contemplated ADU-916/E Massive Ordnance Penetrator (MOP) Loading Adapters (MLAs). The intent of this sources sought notice is to conduct a market investigation to collect supporting data and documentation on which to base an appropriate acquisition strategy. The North American Industry Classification System (NAICS) Code for this effort is 332993; with a small business size standard of 1,500 employees. Interested and capable sources are encouraged to respond to this synopsis with a Statement of Capability demonstrating their ability to fabricate and deliver ten (10) MLAs in accordance with the specifications/drawings. Furthermore, the Statement of Capability should provide evidence that the contractor has: (a) engaged in this type of manufacturing for at least 2 years; and (b) possesses or has access to the necessary equipment, data, personnel, manufacturing facilities and financial resources to fulfill the requirements of efforts of this type. The Statement of Capability must show high level manufacturing processes and techniques that clearly demonstrate the source's understanding of engineering aspects of fabricating the MLA. In addition to the Statement of Capability, firms responding to this announcement should include company name, CAGE code, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned business, HUBZone small business, small disadvantaged business, or women-owned small business. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in FAR Clause 52.219-14.Please limit your Statement of Capability to no more than 10 single spaced, 10 point font typed pages. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities. The Government does not possess and will not be able to provide a full technical data package to potential offerors relative to this acquisition. However, the Government can provide the drawings and specifications upon request to prospective contractors that are registered in the Joint Certification Program (JCP) at http://www.dlis.dla.mil/jcp. Drawings will only be sent those contractors that are active in the JCP and will only be sent directly to the contact listed under the applicable CAGE code/JCP certification number. Note: Requests for drawings will not be accepted after 4:30 PM Central Time on Wednesday, 19 October 2016. Responses may be submitted electronically to the following e-mail address: stephanie.mills@us.af.mil. All correspondence sent via email shall contain a subject line that reads "MLA Sources Sought." If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc,.docx,.xsls, or.xls documents are attached to your email. All other attachments may be deleted.
