Description
NASA/JSC has a requirement for a TestQuest Pro annual software upgrade assurance renewal. The Portable Computer System (PCS) TestQuest automated test tool allows data-driven test cases to be run in an automated, unattended manner in order to provide 100% safe, on time, and error free operation of PCS systems. Automated tests can allows the PCS Test team to execute large volumes of tests against each software build of their application and achieving a level of coverage that would not be possible with manual testing. This increased coverage can help the PCS Test Team uncover bugs in existing functionality much more quickly than through manual testing. No other automated test tool offer similar functionality without requiring an agent running on the PCS laptop computer. The Annual software Upgrade Assurance Renewal is needed for vendor support and maintenance of the TestQuest workstations located in the Software Development and Integration Laboratory (SDIL) facility. NASA/JSC intends to purchase this TestQuest Pro annual software upgrade assurance renewal from BSquare Corp. BSquare is the sole proprietor of this software with no outside distributors, and holds the exclusive intellectual property rights. There are currently no known alternate COTS software available that would provide the functionality that is needed by PCS. The TestQuest Pro software system is currently in place, and the cost of a new solution rather than simply renewing the license would be cost and time prohibitive. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 29, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
