- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA4484-16-Q-0036 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89, effective 15 August 2016 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20160830 dated 30 August 2016. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This is a 100% small business set aside for a brand name requirement. The North American Industrial Classification System Code is 339999 with a small business size standard of 500 employees. The government intends to issue a firm fixed price purchase order. Quoted prices shall include itemized pricing for each Contract Line Item Number (CLIN) as follows: CLIN 0001 - The contractor shall provide the Banshee Elite 2.0 plate carrier in accordance with the statement of work to Bldg 6049, 8th St, Joint Base McGuire-Dix-Lakehurst (Ft. Dix), NJ 08640. Quantity: 297 each Unit Price:$_________ Total:$__________________ _________________________________________________________________________ CLIN 0002 - The contractor shall provide the Banshee Level IIIA soft armor 10 X 12 plate backers in accordance with the statement of work at to Bldg 6049, 8th St, Joint Base McGuire-Dix-Lakehurst (Ft. Dix), NJ 08640. Quantity: 297 each Unit Price:$_________ Total:$__________________ _________________________________________________________________________ CLIN 0003 - Shipping and Handling Unit Price:$_________ Total:$_______________ BASIS OF AWARD : A purchase order will be awarded to the responsible offeror whose quote conforms to the solicitation and considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, utilizing the Lowest-Price-Technically-Acceptable (LPTA) source selection process. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The following factors will be used to evaluate the proposals: (1) Technical Acceptability, and (2) Price. Technical Acceptability shall be evaluated as acceptable or not acceptable. To be technically acceptable the offeror must provide proof that they meet or exceed the brand name requirements of the SOW. Offerors who fail to provide the documentation will receive an unacceptable technical rating and their quote will be unawardable. Price evaluation shall be based on the lowest reasonable evaluated price. Price will always be an important factor. Statement of Work 1. INTRODUCTION. 87 SFS requires Banshee Elite 2.0 plate carrier with Banshee Elite cummerbund and Soft Body Armor package Level IIIA NIJ 0101.06 to equip 300 Security Forces members at Joint Base McGuire-Dix-Lakehurst, NJ. 2. REQUIREMENTS. The contractor shall supply and deliver 297 each Banshee Elite 2.0 plate carrier with Banshee Elite cummerbund and Soft Body Armor package Level IIIA NIJ 0101.06. The plate carrier must be a one size fits all, less than 2 lbs. 5 oz. in weight, black on color, include interior front and back carriers, and adjustable/padded shoulders with a hidden quick release buckle. The bottoms of the hypalon shoulders must not be sewed down to allow communication wires and hydration devices to be routed through the gear. The front carrier will have an integrated administration pouch with the ability to secure small items, tools, batteries, and flashlights. It must have versatility with several PALS web attachment points covering the front, back and shoulder areas, fully adjustable and padded front and back and shoulder areas. The plate pockets must load from bottom and will accept up to 10x12 Level 3 and 4 ESAPI or similar plates and plate backers. The cummerbund must be black in color, removable, and fully adjustable. It will include six interior pockets (three on each side of the cummerbund), which will accommodate 5.56 magazines. The pockets must have bungee pull tabs to secure the magazine and allow for easy and rapid removal. Banshee Elite 2.0 Plate Carrier black in color Banshee Elite Cummerbund black in color Soft Body Armor Package level IIIA are only required for the front and back of the plate carrier. 3.
