- 26 September 2016 Update This Pre-Solicitation Notice has been updated as follows: Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source contract to Rockwell Collins, 855 35th Street NE, Cedar Rapids, IA 52498 to procure AN/GRC-260/261 transceivers and associated engineering support. The AN/GRC- 260/261 transceivers are currently fielded and are standardized throughout USN/USMC Air Traffic Control Facilities worldwide. This radio equipment is an approved component of the National Airspace System (NAS) which was granted Authority to Operate with a defined baseline configuration. The Government intends to procure 15 AN/GRC-260 and 35 AN/GRC-261 per year for the period of five years along with the option to purchase site spares, manuals and parts repair for each system. Strict configuration control (software, firmware, and hardware) with the approved baseline configuration must be maintained. The AN/GRC-260/261 transceivers comply with the established configuration and interface with the remote control system already in place. Rockwell Collins is the Original Equipment Manufacturer (OEM) of the equipment being procured and holds all proprietary rights to the equipment. The authority for other than full and open competition is 10 USC 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 334220, with an applicable size standard of 1,250 employees. The Government anticipates the award of a Firm-Fixed-Price, definitive contract. The contract will be for a period of five years. The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all written responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
