- Notice of Contract Action (NOCA) for PK39 ULI SOCET requirement ALCMC/HBBK 11 Barksdale St, Bldg 1614 Hanscom AFB, MA ZIP 01731 SUBJECT: Unit Level Intelligence (ULI) SOCET Air Force Targeting Bundle Licenses and Upgrade Entitlement (UE) subscription support for the ULI Program. [PK39] SOL NBR: None RESP DATE: 14 October 2016 CONTACT: John Woodruff, 781-225-9292 The announcement constitutes a Notice of Proposed Contract Action (NOCA) for a non-competitive contract to be negotiated with British Aerospace Systems (BAE), 12906 Tampa Oaks Blvd, Suite 101, Tampa FL 33637, for the purpose of continued sustainment of the Unit Level Intelligence (ULI) program. The contract will provide the Air Force with the following product: SOCET GXP Air Force TAWS Targeting Bundle UE subscription support for the ULI program. BAE Systems is the only developer and sole distributor of GXP software. Request submitted responses sent via e-mail to patricia.forest@us.af.mil and john.woodruff.6@us.af.mil no later than 2:00 PM EST, 14 Oct 2016. This synopsis is for planning purposes only, and does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP). Nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offers. AFLCMC/HBBK will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBBI. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements and/or recommendations to the Contracting Officer for resolution.
