- This is a Pre-Solicitation Non-Competitive (Notice of Intent) Synopsis to award a contract without providing for full or open competition. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a contract to Suburban Hospital without providing for full and open competition. The contract will provide NHLBI with Cardiothoracic Surgical Backup coverage for patients from the Clinical Center. The intended acquisition is classified under NAICS code 622110 with a size standard of $35.5 million. This acquisition is conducted under the procedures prescribed in FAR Part 15-Contracting by Negotiation at an amount exceeding the simplified acquisition threshold ($150,000). This acquisition is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). The Cardiovascular Intervention Program of the National Heart, Lung and Blood Institute (NHLBI) of the National Institutes of Health (NIH) performs approximately seven to 14 cases annually of Percutaneous Coronary Intervention (PCI)-a form of treatment for stenotic coronary arteries commonly associated with coronary heart disease-on patients in the NIH Clinical Center (CC). Although uncommon, major procedural complications associated with PCI can be life threatening and require immediate, invasive surgery. Neither the NHLBI nor the CC has a full-time cardiothoracic surgeon capable of responding to such emergencies. For this reason, the CC requires the NHLBI to have an agreement with a local medical center which ensures around-the-clock access to a qualified cardiothoracic surgeon to perform emergency surgery on NHLBI's PCI patients. Contractor shall provide full-time, around-the-clock cardiothoracic surgical back-up coverage for NHLBI's patients undergoing PCI treatment at the NIH Clinical Center. Specifically, Contractor shall ensure a team of qualified medical staff is on-call 24 hours-a-day, seven days-a-week to perform emergency cardiothoracic surgery on NHLBI's patients at Contractor's location. The medical staff shall consist of certified physicians including but not limited to a cardiothoracic surgeon capable of performing highly complex and invasive surgical procedures necessary to address a wide variety of PCI complications. Contractor shall ensure NHLBI's patient(s) receive complete medical attention from Contractor's medical staff including any emergency surgery necessary to resuscitate the patient. A Firm Fixed Price contract with a cost reimbursement component for a one-year period beginning January 1, 2017 - December 31, 2017 is anticipated. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of the responses to the sources sought notice. On September 9, 2016 a Sources Sought Notice number HHS-NIH-NHLBI-CSB-HV-2017-12-KC was posted in FedBizOpps. The sources sought notice was titled, "Cardiothoracic Backup Surgery. This synopsis is not a request for competitive proposals. However, interested parties that have demonstrated experience meeting the above requirements may submit a capability statement in response to this notice. Capability statements must document the following: 1) if applicable, evidence of the firm's status as a small business under NAICS code 62110 with a size standard of $35.5M; 2) ability to perform and experience in performing the requirements described above; A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive acquisition. Respondents are advised that the Government is under no obligation to acknowledge receipt of information received or provide feedback to respondents with respect to any information submitted. All capability statements must be received by 4:00 p.m. EDT on October 11, 2016 and must reference number NIH-NHLBI-CSB-HV-2017-12-KC.
