Description
The purpose of this sources sought is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify vendors capable of performing the functions described herein. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This sources sought is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not entertain telephone calls or questions for this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be communicated and released on the Federal Business Opportunities (FedBizOpps) website, www.fbo.gov. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to this requirement. The Department of State is seeking a contractor to provide cost effective counter threat security training for other contractors deploying to austere and hostile environments. The training contractor we seek must be able to conduct training domestically in multiple locations as well as deploy trainers into hazardous environments to train other contractors. Trainees will include third country nationals and locally employed personnel. Some training classes may require the use of translators that you will have to obtain. The training will provide: • The practical skills necessary to recognize, avoid, and respond to potential terrorist threat situations; how to conduct surveillance detection; aspects of Personnel Recovery; how to provide emergency medical care; improvised explosive device (IED) awareness; and how to perform defensive/counterterrorist driving maneuvers (for contractor personnel assigned to driving duties). • The contractor shall also provide insider threat training. An insider threat is defined as an attack by someone who is in a position of trust. This training will cover: Possible causes for insider threats, warning signs of a pending insider threat attack, ways to avoid possible insider threat attacks, how to respond in the event of an insider threat attack. • Course curriculum will be provided by the Government to the contactor and contractor shall train to the standards in the course at all locations. Course development is not anticipated at this time but any capabilities you have should be addressed in your capability statement. Each company responding to this sources sought should provide information on the locations and facilities this type of training can be conducted in the U.S. and Overseas. • Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail to the email address shown below. The Capability statements shall not exceed ten (10) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); 4) Familiarity and knowledge of the requirement, 5) List of any worldwide training facilities currently operated by the contractor; and 6) experience in conducting worldwide training in hostile environments. Responses are due no later than midnight, Thursday,October 27, 2016, and shall be electronically submitted to BoufordRW@state.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
