- PR#:1000042817 Solicitation Number: SPE5EC16R0002 NSN: 5330015128019 Nomenclature: Stationary Air Seal Approved Sources: General Electric Company (GE), Cage 99207 P/N 5031T03G09 Ferrotherm Corporation, Cage 01996. P/N 5031T03G09 Quality Requirement: Navy Critical Safety Item (CSI) with both First Article Test (FAT) and Production Lot Testing (PLT) requirements. RFP Due Date: October 27, 2016 Anticipated award date: November 30, 2016 This solicitation for a long term contract for a Navy designated (CSI), Stationary Air Seal, NSN: 5330015128019, P/N 5031T03G09 manufactured by Approved Sources: General Electric Company (GE), Cage 99207 and Ferrotherm Corporation, Cage 01996. The resultant Long Term Contract (LTC) will have a base period of 2 years, followed by three "one" year Government Exercised Option periods. Economic Price Adjustments (EPA) will apply in accordance with DLAD 52.216-9030 as set forth in solicitation SPE5EC16R0002. The Stationary Air Seal requires both First Article Testing (FAT) and Production Lot Testing. Note: Due to continuous manufacturer of this item, FAT is waived for Ferrotherm Corporation, however PLT is still required. This LTC requirement is being solicited under the Federal Acquisition Regulations FAR Part 15 - Contracting by Negotiation on an unrestricted basis. The Annual Estimated Quantity (AEQ) for this item is approximately 240 each per year. The required item is determined non-commercial. Both Certified Cost and Pricing Data along and a Small Business Subcontracting Plan (if Offeror is a large business) will be required if the award total exceeds $750,000.00 and $700,000.00 respectively. This acquisition is being solicited on an unrestricted basis. Delivery including FAT and PTL is 570 days. This solicitation contains no Surge and Sustainment (S&S) requirements. Quality requirements are noted within QAPs: EQ0003 and CSI 015128019. The item will be source inspected & be evaluated using FOB Origin. All deliveries will be packaged, marked and bar coded in accordance with the specifications of the solicitation. The Government will award a contract resulting from this solicitation to the lowest price, responsible offeror whose offer conforms to the terms of the solicitation. This contract action is for supplies which the Government does not possess complete, unrestricted technical data, therefore, the Government intends to solicit and contact with only one or a limited number of sources under FAR 6.302-1(a) and 10 U.S.C. 2304 (C) (1).
