Combined Synopsis/Solicitation •(i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. •(ii) Solicitation Number: FA8201-16-R-jmLID This solicitation is issued as a request for quotation (RFQ). •(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005- 90. •(iv) Contracting Officer's Business Size Selection Fully Competitive NAICS Code 339999 Small Business Size Standard SB (v) Description of items (services and/or products) to be acquired: CLIN Nomenclature UI QTY 0001 Lightweight Inflatable Decontamination System 1 EA In the event similar or like products/services exist in the market that fully meet the specifications and requirements is identified or attachments hereto; offerors are encouraged to submit their offer in response to this Solicitation. •(vi) Combo Attachments include: •a. Aircrew Decontamination System Requirements List •b. Aircrew Decontamination System Layout •(vii) Delivery: The contractor shall provide the requested product(s)/service(s) to: DODAAC: F2D0AU 388 th OSS at 5887 D AVE STE # 137, HILL AFB, UT 84056. •(viii) Date(s) of Delivery: [ X ] Product delivery to be completed within 90 Days ARO. After date of award; early delivery is acceptable and encouraged, as long as contract price remains unchanged and no additional cost is imputed to the government,. FoB: Destination •(ix) T he provision at 52.212-1, Instructions to Offeror(s) -- Commercial, applies to this acquisition. Offers are due by 1700 hours MST, 09/26/2016 via electronic mail to jerry.meakin@us.af.mil. All questions regarding this synopsized solicitation should be directed as soon as possible to the above same individual. Submit proposals on company letterhead or pricing document, contractor format acceptable. Include as a minimum: •1. The solicitation number •2. Cage code of your company. •3. The name, address, email, and telephone number of the offeror •4. A technical description of the items (services and supplies) being proposed; in sufficient detail for the government to evaluate the proposals compliance in meeting all requirement contained in the PWS •5. Price (fixed) with any proposed discount terms •6. Identify any applicable GSA contract; state part numbers of CLINs quoted from a GSA pricing schedule; and identify any/all items being proposed as open market pricing. If proposing open market pricing, state difference in prices from existing GSA scheduled pricing; or state if price is equal to or less than pricing offered most favored customers •7. Include 'remit to' address for payment •8. State period of acceptance for submitted proposal •(x) 52.212-2: Evaluation -- Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible, responsive offeror whose offer, conforming to this solicitation, is the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) for lowest price; (ii) technical capability of proposed items (services and/or supplies)* * Items must meet all government requirements as specified within the above 'Aircrew Decontamination System Requirements List' attachment; ensure you include sufficient detail in you offer for evaluator(s) to determine whether your proposed product meets the government's 'minimum requirements; as stated therein. (b) Options: N/A (c) Evaluation is on a Lowest Price Technically Acceptable (LPTA) basis. All offers will first be evaluated on a proposed total price basis (including any/all option periods). The contract will be awarded to the lowest priced technically capable offeror with the lowest total price. The next lowest offer will only be evaluated for technical capability if the aforementioned last reviewed offer is not found to be technically acceptable (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). (d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. •(xi) Offerors shall include a completed copy of the provision at 52.212-3, Offeror representations and Certifications -- Commercial Items, with its offer; or include cage code or DUNs number; and affirm certifications are complete and on file at https://www.sam.gov/portal/SAM/ •(xii) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).
