THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Department of Veterans Affairs, Network Contracting Office 23, is conducting market research to determine the availability, interest and capability of potential small business sources qualified and able to compete for a contract to perform off-site Radiology Technical Services for the Central Iowa VA Medical System at the Community Based Outpatient Clinic (CBOC) located at 520 South Pierce Avenue, Mason City, IA 50401. The information in this notice is based on the most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities homepage (www.fbo.gov). The Government shall not reimburse the costs of preparing responses to this sources sought notice. The Department of Veterans Affairs, Network Contracting Office 23, intends to issue a formal Request for Proposal (RFP) approximately October of 2016 timeframe for the acquisition of Off-Site Radiology Technical Services for the Central Iowa VA Medical System at the Community Based Outpatient Clinic (CBOC) located in Mason City, IA. Off-site services are to performed at a facility within ten (10) miles of the Community Based Outpatient Clinic (CBOC) located at 520 South Pierce Avenue, Mason City, IA 50401. The estimated contract period including all option years is December 1, 2016 through November 30, 2020. The NAICS code for this requirement is 621512 (Diagnostic Imaging Centers). The Small Business Size Standard is $15,000,000. The Government requests interested parties to submit a letter of interest and a brief statement of current capability to perform these services. Interested and qualified sources shall provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size [i.e.; Small, SBA Section 8(a), Highly Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned (SDVO), and Woman Owned Small Business (WOSB)]; (2) a list of your most recent and relevant VA, Government, or commercial contracts (not to exceed ten) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (3) information about your company and why you think you can perform this service. Please limit your submission to ten pages. Responses may be submitted to Keith Rose by e-mail to Keith.Rose3@va.gov in PDF or Microsoft Word Format. In order to be considered in this market survey, please reply by close of business Tuesday, October 4, 2016. The Department of Veterans Affairs, Network Contracting Office 23, is interested in quantifying and pre-qualifying the likelihood of setting aside competition for Off-Site Radiology Technical Services for the Central Iowa VA Medical System at the Community Based Outpatient Clinic (CBOC) located in Mason City, IA, to a small business. Depending on the response to this notice and other market research, Department of Veterans Affairs, Network Contracting Office 23, they may limit the competition to a specific category of small business at the exclusion of all other potential business concerns. This announcement serves as a first step for the Department of Veterans Affairs, Network Contracting Office 23, to determine the viability of setting aside the procurement of on-site diagnostic imaging services for competition solely within or among certain small businesses in selected categories. This is a Sources Sought announcement only; no solicitation exists or is available at this time. Requests for a solicitation shall not receive a response. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published on FedBizOpps website at www.fbo.gov. Potential interested parties are responsible for monitoring this site for the release of the solicitation package as well as downloading their own copy of the solicitation and amendments, if any.
