Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. Naval Health Research Center (NHRC) intends to solicits a proposal and enter into a contract with Stanford University, Stanford, CA. The statutory authority for this sole source procurement is 10 U. S. C. 2304(c)(1) per FAR 6.302-1(c). The NAICS code for this 541712. Naval Health Research Center requires that all contractors doing business with the Acquisition Office must be registered with System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register to SAM, please access the following website https://www.sam.gov/. Description: Support services to conduct biosurveillance in urban, sub-urban and rural populations for febrile and neurological cases of unknown origin and to determine their etiology. The work is in support of an Armed Forces Health Surveillance Center (AFHSC) - Global Emerging Infections Surveillance (GEIS) sponsored initiative aimed at performing biosurveillance for known and novel etiologies of Acute Febrile Illness in rural Liberia. Specifically, the project will provide surveillance products in the form of novel data on disease source, pathogen reservoirs, and incidence to GEIS and numerous other parties including Combatant Commands and USG agencies that deploy and/or station personnel to Liberia and similar tropical environments. Currently, very limited such data exists. Accurate pathogen identification tied to data on the true incidence of these pathogens in the community and friendly military forces will enable Force Commanders and Public Health Professionals to implement effective biorisk strategies. Further, Liberia, as well as regional partners, will be better able to reduce circulating disease burden and contribute to global non-proliferation goals.
