- The U.S. Department of Agriculture, ARS, WBSC, Stoneville, Mississippi, intends to award a sole source procurement to California Analytical Instruments, Inc. 1312 West Grove Avenue, Orange, California 92865 for a Model 1412i-5 Photoacoustic Gas Monitor for the purpose of simultaneously analyzing ammonia gas, nitrous oxide, carbon dioxide, methane and SF6 tracer from headspace gas. The procurement will include and have the following specifications: Model 1412i-5 Photoacoustic Gas Monitor with standard accessories & Windows service Pck II Operating software Includes calibrated water vapor filter, Optical Filter UA0976, FB#1 Ammonia, 0.2-2000 ppm, FB#: Sulfur Hexaflouride, 0.004-40 ppm, Optical Filter UA0985 Nitrous oxide 0.03-300 ppm, Optical Filter UA0983 Carbon dioxide 5-5,000 ppm and Optical Filter UA0987 Methane, 0.1-1,000 ppm The instrument simultaneously analyze ammonia gas, nitrous oxide, carbon dioxide, methane and SF6 tracer from headspace gas. The photoacoustic infrared gas analyzer (PAS) instrument used in this study was a 1412 Photoacoustic Multi-gas monitor equipped with optical filters for ammonia NH3 (UA0976 - 0.2-2000 ppm; SF6 (UA0976 - 0.004-40 ppm), N2O (UA0985 - 0.03 to 3,000 ppm range), CO2 (UA0983 - 5 to 5,000 ppm range), CH4 (UA0987 - 0.1 to 1,000 ppm), and water vapor (SB0527) for identification of these gases. These optical filters were calibrated by the manufacturer according to sensitivity and selectivity to gas measurements and detection limits. The PAS instrument analyzed gas based on photoacoustic spectroscopy. A gas sample is contained in a sealed cell and is irradiated by modulated infrared (IR) light at a pre-selected wavelength (using a specific filter for each gas). As the gas absorbs energy, it is heated and therefore expands and causes a pressure rise. Because the light beam is chopped, the pressure will alternately increase and decrease, thus creating an acoustic signal. The acoustic signal is detected by two microphones. This signal is converted into a voltage differential, proportional to the concentration of the gas in the cell. The absorption (proportional to the concentration) is measured directly and not relative to a background. Different greenhouse gases can be monitored simultaneously in a single measurement chamber using the PAS method. The instrument has an optical filter carousel that can hold six gas filters. During gas analyses, the IR beam passes through each gas filter and analyzes the gas concentration. After analysis, the carousel switches filters and the IR beam passes through the next filter and analyzes concentration of the gas specific for such filter. The sample volume required is very small due to the small volume of the cell (0.754 cm3). California Analytical Instruments, Inc. has been identified as the sole provider of the Model 1412i-5 Photoacoustic Gas Monitor and is the only known vendor that can produce this type of specified equipment. This instrument has been tested by USDA, ARS scientist for measurement of greenhouse gas and ammonia concentrations from agricultural soils. The instrument has been designed methodology and external calibrations of the machine to fit in-situ measurements of CO2, N2O, SF6 and NH3 from cropped fields. The procurement of this instrument will enhance the capability to measure gas emissions directly from the field hence, minimize errors associated with gas measurements. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements The equipment will be located at the USDA, ARS, Delta Water Management Research Unit, Jonesboro, AR. The Government intends to award a firm fixed price purchase order on or about September 27, 2016. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 12:00 PM Central Standard Time, September 27, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
