Description
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), in Beltsville, MD, intends to negotiate on a sole source basis a contract with CABI, Nosworthy Way, Wallingford, Oxfordshire, OX10 8DE, United Kingdom, for electronic access, via the internet and through local loading, to the content of CAB International's (CABI) databases "CAB Abstracts" and "Global Health", with perpetual data rights to the subscribed content. NAL requires receipt of the complete data set and incremental weekly updates in XML format for load into NAL's single platform, customized search and retrieval system, DigiTop Navigator, for dissemination to all USDA users at all agencies, as well as all authorized public on-site users via IP recognition and authentication. Authorized USDA users shall have the right to use the databases for ordinary business, scholarly and educational purposes of the government including but not limited to viewing, printing, saving, reusing, disseminating content including citations derived from CAB Abstracts and Global Health database records in subject bibliographies produced by NAL. The data can be manipulated, saved, re-used and displayed in any format on NAL's platform of choice. NAL shall retain the right to do these functions in the event of a lapse or termination of the subscription. CAB Abstracts is the most comprehensive database of its kind and gives researchers instant access to over 8.3 million records from 1973 onwards, with over 360,000 abstracts added each year. Its coverage of the applied life sciences includes agriculture, environment, veterinary sciences, applied economics, food science and nutrition. CAB Abstracts now comes with CABI Full Text which gives users automatic access to over 320,000 journal articles, conference papers and reports - 80% of which are not available electronically anywhere else. Global Health is the only specialist bibliographic abstracting and indexing database dedicated to public health, completing the picture of international medical and health research by capturing key literature that is not covered by other databases. Derived from over 7,000 journals, reports, books and conferences, Global Health contains over 2.6 million scientific records from 1973 to the present. Around 185,000 records are added each year, and over 96% of these records include an English abstract. Publications from over 100 countries in 50 languages are abstracted, and all relevant non-English-language papers are translated to give access to research not available through any other database. The database's open serials policy and coverage of international and grey literature means that 40% of material contained in Global Health is unique to the database. Everything from proceedings, theses, electronic-only publications and other hard-to-find sources are included. Global Health has a growing number of full text articles (over 68,000) from journals, conferences, and reports. The circumstance permitting other than full and open competition is FAR 6.302-1 and 41 USC 253(c)(5), only one responsible source and no other type of supplies or source will meet agency needs. NAL is mandated by 7 U.S.C. 312a to serve as the primary agricultural information resource for the United States. Due to this mandate, one of the primary functions of NAL is to maintain a comprehensive collection of original research, new scientific findings, information of potential historic value and information that would support USDA's research. Scientists and researchers at-large decide where to publish their findings based on various impact factors in specific journals. Once these findings are published in a particular journal, the content becomes the property of the publisher and can only be obtained from that published source. CABI's CAB Abstracts and Global Health databases represent one of the top publishers requested by ARS scientists and researchers. Therefore NAL has identified a need to maintain access rights to CABI content. CAB International is the original developer and publisher of the CAB Abstracts and Global Health databases. Therefore CABI is the only one responsible source that will allow users to interface with NAL's platform; the Digi Top Navigator. In April, 2011, NAL developed and launched an internal content delivery platform called DigiTop Navigator. As a result, NAL requires CABI data in XML format. NAL requires the use of one single platform or one physical means by which CABI's data can be customized or programmed. CABI, as the original developer and rights owner, is the only source that can provide a complete data set compatible with NAL's DigiTop Navigator. Other vendors that provide access to CABI Abstracts and databases use platforms that are not compatible with NAL's DigiTop Navigator and thus require the use of their own proprietary platforms. The impact of not being able to access CABI data using the DigiTop Navigator means that users would be required to obtain access to CABI via another platform to perform searches. Searches would have to be executed using two separate platforms which is inefficient for NAL staffers. This would create a negative financial impact for NAL that would result in loss of staff time and money as NAL would have to maintain and train all users to perform searches using the DigiTop Navigator as well as another vendors' platform simultaneously. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
