- SOURCES SOUGHT ANNOUNCEMENT - The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for Distribution Policy and Program Management Support Services CONTRACTING OFFICE ADDRESS: Contracting Office: Regional Contracting Office, National Capital Region (RCO-NCR) Marine Corps Base (MCB), Quantico, VA INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services. Headquarters Marine Corps Installation and Logistics, Logistics Plans, Policies and Strategic Mobility Division, Logistics Distribution Policy Branch is seeking information for potential sources to provide labor, equipment and materials, and all necessary travel and associated services, to support the Logistics Distribution Policy Branch (LPD) and its management of LPD material distribution, passenger transportation programs, associated traffic management systems, Second Destination Transportation (SDT) finance and metrics efforts and initiatives. This is to include but is not be limited to data collection, information analyses, document preparation and program management support. CONTRACT/PROGRAM BACKGROUND: Contract Number: M00264-15-F-0033 Contract Type: GSA Incumbent and their size: Small business Method of previous acquisition: Set-aside Headquarters Marine Corps Installation and Logistics, Logistics Plans, Policies and Strategic Mobility Division, Logistics Distribution Policy Branch LPD has had a support contract in place (Logistics Management Support) since 2006. This contract provides support in the areas of distribution/traffic management, passenger transportation programs and Second Destination Transportation (SDT) budget/ financial data analysis and support. This contract is funded throughout the Future Years Defense Program. The current annual requirement for this contract is approximately $2.65 million. Anticipated Time Frame: 1 Base Year, 2 Option Periods REQUIRED CAPABILITIES: The Contractor shall assist in the development of draft policy guidance, study current programs and make program improvement recommendations, perform database development and analysis, develop training requirements, and perform information management and technical services in support of LPD, distribution information management systems, and transportation finance. 1. Joint Deployment and Distribution Enterprise (JDDE) Governance and Materiel Distribution Processes/Initiatives. Distribution includes the ability to plan and execute the movement of forces for deployment and redeployment as well as sustainment and retrograde. It is the operational process of synchronizing all elements of the logistic system to deliver the right things to the right place at the right time to support the joint force commander. The Secretary of Defense directed JDDE community of interest (COI) connects Service, Department of Defense (DOD), and other government agency movements under the end-to-end distribution coordinating authority exercised by Commander, United States Transportation Command (CDRUSTRANSCOM) as the distribution process owner (DPO). The Deputy Commandant for Installations & Logistics (DC I&L) as a member of the JDDE COI must leverage organic and commercial capabilities to support materiel movement from the point of origin/source of supply through the point of need to the point of employment or consumption. LPD in support of DC I&L is the lead for JDDE Governance and Materiel Distribution Processes/Initiatives. 1.1 The Contractor will provide analytical and technical expertise in the area of distribution management, and: • Attend meetings in a non-decision making role, recommending and preparing draft policy guidance and assisting in the preparation of memorandums, letters, papers, briefings, and other documents regarding material distribution related issues. • Support LPD by recommending and preparing draft policy guidance to include but not limited to: - USMC container policy to include leasing and purchasing and assist in providing oversight to Logistics Command regarding operational container issues. - USMC Distribution Manual - USMC Marine Corps Air Ground Task Force Deployment and Distribution Policy • Support LPD on the Naval and Marine Air Ground Task Force (MAGTF) Logistics Integration Boards and initiatives. • Perform other material distribution duties as assigned to include responding to queries/initiatives from field activities and other DOD, OSD, Joint Staff, (JS), USTRANSCOM, Federal Agency, and commercial parties. 2. Information Technology Portfolio Management (IT PfM). IT PfM is directed and guided by a series of DoD and Department of the Navy (DON) guidance documents. Department of Defense Directive (DoDD) 8115.01, Information Technology Portfolio Management, defines portfolio management as "The management of selected groupings of IT investments using strategic planning, architectures, and outcome-based performance measures to achieve a mission capability." Department of Defense Instruction (DoDI) 8115.02, Information Technology Portfolio Management Implementation, establishes the premise that DoD requires a fundamental change to the way IT is managed. It makes the point that "Historically, IT resources have been managed and acquired as stand-alone systems rather than as integral parts of a net-centric capability. This has had the effect of allowing duplicative investment in systems or platforms that deliver the same or similar capabilities, limiting the ability to share information." DoDI 8115.02 implements policy for the management of IT investments using a portfolio management (PfM) approach. These policies have filtered down through Secretary of the Navy Instruction (SECNAVINST) 5230.14, IT PfM Implementation, and Marine Corps Order (MCO) 5230.21, IT PfM. MCO 5239.21 requires the establishment of Functional Area Manager (FAM) level IT PfM processes and portfolio specific criteria and performance metrics to enhance decision making on IT investments. This means that the Marine Corps logistics FAM, the DC I&L has a requirement to establish and manage an IT portfolio for logistics. LPD in support of DC I&L, is responsible for the Distribution Sub-portfolio. 2.1 The Contractor will provide analytical and technical expertise in the area of IT PfM management, and: • Review and analyze the Logistics Information Technology (IT) Strategy and other related IT Strategic documents, providing findings and recommendations. • Review the IT investment reporting requirements and mandates providing recommendations for the development of DC I&L Investment, Sustainment, and Divestiture Policy. Contractor will be responsible for submitting an updated draft Investment, Sustainment, and Divestiture Policy letter. • Support a detailed review and analysis of the Defense Business Area requirements and the Logistics Systems classified as Defense Business Systems providing recommendations to improve alignment. • Provide support and maintenance for the Distribution Sub-portfolio IT applications tracked in the Department of the Navy Application and Database Management System (DADMS). Specifically, validate DADMS records, process new application requests, monitor Application Last Date Allowed (LDA). • Provide support and maintenance for the Distribution Sub-portfolio IT systems tracked in the DoD information Technology Portfolio Repository - Department of the Navy (DITPR-DON). Specifically, validate DITPR-DON records, process new requests, monitor Last Date Allowed (LDA). • Provide a report outlining recommendations to help advance the Logistics IT Portfolio Management concept by linking it/ placing it in context of other HQMC Capability efforts. • Provide AIS support in the following areas: strategic planning, functional advocacy support (material distribution, unit move, passenger, and personal property) and requirements development. • Prepare papers, briefings, orders, and other documents related to Distribution Sub-portfolio. • Support and facilitate Distribution Sub-portfolio workshops and technical meetings. • Perform other AIS duties as assigned to include responding to queries/initiatives from field activities and other DOD, OSD, JS, USTRANSCOM, Federal Agency, and commercial parties. 2.2 The Contractor will provide analytical and technical expertise in the area of Distribution Sub-portfolio IT discovery and technology innovation, such as: • Provide technical support in the analysis of emerging commercial concepts and technologies. • Assist with engagements with Science and Technology (S&T) and Research and Development (R&D) organizations that include: - Academic Research Laboratories - Office of Naval Research - Marine Corps Warfighting Lab - Command and Control/ Cyber and Electronic Warfare Integration Division (C2/CEWID) Combat Development and Integration - PM, MAGTF Command, Control and Communications (MC3) - Marine Corps Systems Command (Systems Engineering, Interoperability, Architectures and Technology (SIAT)) • Assist with identifying existing and emerging Automatic Identification Technology (AIT) capabilities of value in response to Marine Corps logistics capability gaps with emphasis on support of deployed operations. • Support to the government client in advocating for and incorporating Asset Visibility/In-Transit Visibility (AV/ITV)/AIT into appropriate Training and Readiness (T&R) Manuals. • Support the government client in ensuring that Distribution, ITV, and AIT polices are interoperable with the logistics IT portfolio 3. Passenger and Personal Property Transportation Programs and Initiatives. HQMC DC I&L (LPD) is the interface between Marine Corps distribution management personnel and those organizations supporting them, as well as the entire DOD in developing more efficient methods of transporting, billing, and documenting the movement of personal property and passengers worldwide via all modes of transportation. Additionally, the integration of personal property and passenger traffic management capabilities necessary to promulgate, develop and manage processes, improvements and automated systems in support of Marines, Civilian Marines and their families. Specially, LPD-2 is responsible for planning, developing and interpreting policy, programs and procedures governing the movement of personal property and passengers worldwide via all modes of transportation. 3.1 The Contractor shall provide analytical and technical expertise in the area personal property and passenger transportation. The Contractor will be responsible for attending meetings in a non-decision making role, recommending draft policy guidance, and assisting in the preparation of memorandums, papers, briefings, formal correspondence, Naval messages, and other documents regarding personal property and passenger service related issues. 3.2 The Contractor will be responsible for the timely reconciliation of all Marine Corps Distribution Management Office (DMO) Centrally Billed Accounts (CBAs). • The Contractor shall execute the duties of a Component Program Manager which means liaison with Citibank, DTMO, and P&R. • The Contractor shall utilize EAS to monitor all Marine Corps Transportation Type CBAs. The Contractor shall provide suspension, pre-suspension, and delinquency reports to LPD-2 on a weekly basis. Negative reports required. • The Contractor shall work closely with the Transportation Voucher Certification Branch to resolve Air Mobility Command billing issues. • The Contractor shall support the reconciliation and centralization of 53 Centrally Billed Accounts totaling more than 60 million annually for HQMC (LPD-2). Additional travel needs will exist during the implementation stage of the centralization. • The Contractor, shall assist in conducting DMO Passenger/Personal Property site-visits, at required installations as needed, in order to support Commanding Generals Inspection Programs (CGIP) to eliminate inefficiencies and implement process improvements. • The Contractor shall work towards an automated solution for CBA reconciliation for the Marine Corps PCS travel. • The Contractor shall prepare excess cost notification letters by working closely with personnel from the TVCB. • The Contractor shall provide HQMC (LPD) representation to the DTMO led CPM meetings. • The Contractor shall participate in PSAG/DTIB Working Group meetings when requested by HQMC (LPD) personnel. • The Contractor will perform any Business Case analysis requested by HQMC (LPD) pertaining to Personal Property and/or Passenger Travel (e.g., PPSO Consolidation). • The Contractor shall report to HQMC (LPD) for duty when required. • The Contractor shall provide a quarterly unused ticket report in accordance with the Defense Transportation Regulation (DTR) Part 1, Passenger Movement. • Contractor shall support the working group and assigned deliverable associated to the SmartPay2 closeout and the implementation of SmartPay3 for LPD-2 passenger travel CBAs. 4. Transportation Finance (Second Destination Transportation (SDT)) Programs and Initiatives. The HQMC Transportation Of Things (ToT) program is centrally managed by DC I&L (LPD) for enterprise wide Second Destination Transportation (SDT) requirements (Directed by SYSCOM/LOGCOM) and standardized Defense Transportation System (DTS) Over-Ocean Transportation (OOT) billing via both USTRANSCOM Transportation Working Capital Fund (TWCF) and Commercial movements. Additionally, the HQMC ToT program is responsible for Marine Corps Transportation Finance Policy related to the Defense Transportation System, Third Party Payment System (billing platform for commercial transportation service providers), Marine Corps Air Clearance Authority, and Transportation Financial Improvement and Audit Readiness. The HQMC SDT budget to include the entire Programming, Planning, Budgeting and Execution (PPBE) for both baseline and overseas contingency operations funded transportation. The HQMC SDT budget provides financing for the worldwide transportation of regular and emergency readiness material including Major End Items, Class V, chemicals, medicine, subsistence, repair parts, and high value repairable items. 4.1 The Contractor shall provide analytical and technical expertise in the area of transportation billing, metrics, and data analysis. The Contractor will be responsible for attending meetings in a non-decision making role, drafting recommended policy guidance, and assisting in the preparation of memorandums, letters, papers, briefings, and other documents regarding transportation budget related issues. • The Contractors shall identify source systems for supply, transportation, and billing metrics data to facilitate an end-to-end distribution pipeline cost analysis, conduct data mapping, and develop a data collection plan, which optimally centralizes all this data into a single data mining report (commonly referred to as ‘Lift Data'). The Lift Data Report will be used to track expenditures and to assist in the bulk obligation process. The Contractor shall identify potential enhancements to metrics gathering and reporting process. Additionally, the Contractor shall make all source billing data available for additional data analysis. This data can be obtained from external parties and will be provided on a weekly basis. • The Contractor shall prepare for and attend SDT budget and funding inquiry meetings in a non-decision making role. • The Contractor shall solicit and gather the yearly Transportation Account Codes (TACs) and Lines of Accounting (LOA). • The Contractor shall monitor the SDT budget execution and, through the application of quantitative methods, statistical modeling and computer programming, provide execution forecasts. • The Contractor shall, with an emphasis on data visualization, create financial metrics reports. • The Contractor shall maintain and develop custom data processing algorithms. • The Contractor shall possess domain expertise relating to Transportation of Things (ToT) audit readiness and assist in the audit sampling response process. • The Contractor shall assist with reconciling SDT Military Interdepartmental Purchase Request (MIPR), TWCF, and Commercial generated commitment, obligation, expense, and liquidation postings in SABRS • The Contractor shall attend other integrated process teams, working groups, councils, etc. • The Contractor shall perform other non-decision making, non-policy making transportation financial budget duties as assigned to include: responding to queries from field activities and other DOD, OSD, JS, Federal/external agencies, and commercial parties. All recommended responses that determine, define, or interpret agency policy guidance will be reviewed and approved or written by the LPD staff prior to forwarding the response to the field. • The Contractor shall perform SDT non-decision making budget development, data research and financial support duties as assigned and respond to all inquiries regarding these program areas. Logistics Advocacy. The Deputy Commandant for Installations & Logistics' Advocacy program aims to make the MAGTF more efficient and effective, improve the overall naval logistics enterprise processes, and set the conditions to develop logisticians for the 21st century security environment. Effective Logistics Advocacy will result in better educated, trained, and ready personnel, informed capability development, and responsive MAGTF organizations. The Transportation and Distribution Operational Advisory Group (T&D OAG) is chartered as a forum to identify and establish community priorities. During this process, it will develop unified solutions, promote functional interfaces between supported and supporting commands, the operating forces, the Logistics Advocate (DC I&L), HQMC requirements officers, program managers, resource sponsors, technical advisors, and working level representatives involved with issues related to this community. 5.1 The Contractor will provide research and development, process analysis, Logistics Subject Matter Expert (SME), technical and operational evaluations, and systems engineering for programs designated by the LPD. The Contractor will support the LPD-1 Section leadership in executing the tasks and functions that analyzes issues and topics in order to make recommendations. The objective of this effort is to provide support for the execution of The T&D OAG in support of Logistics Advocacy. The Contractor will support the T&D OAG Secretariat in setting the conditions for a collaborative environment where T&D OAG particpants are made aware of pertinent issues and/or changes. The Contractor will support the LPD-1 staff with SME's who will be assigned to each T&D OAG Working Group (WG). Their efforts are to assist a WG through persistent & integrated engagement in developing the focus of WG meetings while ensuring the cross-leveling of issues across the T&D OAG when pertinent. The Contractor will monitor the status of all action items (tasks & issues) after each OAG to include an After Action Report (AAR). Once released by the OAG, they will coordinate posting it via SharePoint for maximum access. 5.2 The Contractor will coordinate scheduling of meetings and conferences and record dates, locations, and attendees on the Advocacy SharePoint site to share information on upcoming events and: • Consolidate briefs to ensure the most up-to-date presentations are available in support of presenters. • Document meeting results for government review, edit the document to reflect guidance, and produce the final document for information sharing. • Information Sharing - The Contractor will promote information sharing through the maintenance of a SharePoint site with current, relevant data in support of T&D OAG actions to include scheduling, and meeting results. 6. Knowledge-Driven Logistics (KDL). The DC I&L intends to pursue a KDL approach as part of its vision to support EF21, using collaborative planning and execution tools, UDOPs, and advanced analytics to deliver forecasting, asset/in-transit visibility, and control of logistics resources. This will address one of the most difficult tenets of EF21 -providing adaptive, distributed, cooperative, and collaborative decision-making and planning. KDL is the initial spiral in the larger MAGTF Collaborative Planning and Execution (CP&E) program. Devices continue to get smaller, more mobile and more interactive, largely driven by commercial and consumer technologies and initiatives like "bring your own device" (BYOD). The Marine Corps has identified potential benefits in leveraging this trend through commercial technology like radio frequency identification (RFID), Global Positioning Systems, and embedding sensors to monitor the location, health, usage, and condition of weapon systems. These capabilities exploit a diverse set of standards and technologies to collect and share data with operators, maintenance personnel, and engineers. To maximize the effectiveness of KDL across weapon systems, the Marine Corps requires technology standardization for systems, and processes wherever possible to improve interoperability and overcome bandwidth and other resource constraints. 6.1 The contractor shall provide technical analyses and assistance for implementing the Marine Corps' strategy for KDL. The contractor shall conduct detailed analysis and develop implementation strategy for Marine Corps KDL based on lessons learned from previous EXLOG wargames and proofs of concept for sense­and-respond logistics. The contractor shall plan and execute monthly meetings with Marine Corps stakeholders to discuss KDL Strategy activities and then provide annual reports outlining results. 6.2 The contractor shall provide scientific and technical expertise to KDL studies, trials and pilot projects associated with selected Marine Corps weapon systems and portable devices. The contractor shall plan and execute quarterly meetings with Marine Corps stakeholders to discuss activities associated with KDL Studies, Trials, and Pilot Projects and then provide annual reports outlining results. 6.3 The contractor shall work with specific Marine Corps customers to ensure they achieve their KDL goals through effective technical design, review and evaluation. The contractor shall plan and execute quarterly meetings with Marine Corps stakeholders to discuss activities associated with technical design, review, and evaluation of KDL requirements and then provide annual reports outlining results. 6.4 The contractor shall provide assistance in the technical development of individual Marine Corps KDL initiatives through analysis, integration support, design, and standardization. The contractor shall plan and execute monthly meetings with Marine Corps stakeholders to discuss development of Marine Corps KDL initiatives and then provide annual reports outlining results. 6.5 The contractor shall evaluate emerging technologies such as big data analytics, linked data, and machine learning for their suitability for use with Marine Corps weapon systems and KDL strategies. The contractor shall plan and execute monthly meetings with Marine Corps stakeholders to discuss activities associated with technical design, review, and evaluation of KDL requirements and then provide annual reports outlining results. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from all sources or small businesses that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.
