Description
APSD/AIRWORKS Prototyping and Limited Production Contract Final RFP Section L Attachments Section J Attachments *****PLEASE READ ENTIRE ANNOUNCEMENT AND ATTACHMENT. PLEASE CONTACT THE PRIMARY CONTACT LISTED BELOW VIA E-MAIL WITH ANY QUESTIONS***** The Naval Air Systems Command Aircraft Division (AIR 2.5.1), Patuxent River, MD 20670 announces its intention to procure on a competitive basis, Research, Development, Test & Evaluation (RDT&E) supplies and incidental services to support the Aircraft Prototype Systems Division, Code 5.2.8, which operates under the umbrella of the Range Department's Air Vehicle Modification and Instrumentation (AVMI) Department. This requirement is to provide RDT&E supplies and incidental services to fulfill the mission of the Aircraft Prototype Systems Division. This solicitation is a continuation as well as additional requirements to the resultant contracts from solicitation N00421-09-R-0119. The primary mission of APSD is to support warfighter needs through the use of innovative and rapid prototyping solutions with the ability to produce limited quantities to support test, evaluation and initial fielding requirements. APSD is supported by a standing staff of Government engineers, program managers, engineering technicians, fabricators and aircraft installers. APSD maintains multiple on-site engineering, fabrication and installation facilities designed to house a diversity of projects, requiring security protection beginning at General Secret and ranging upward to Top Secret / Special Projects. Platforms will include, but not be limited to C-130, H-53, P-3, P-8, E-2, V-22, MQ-8, MQ-4, Unmanned Air Vehicles of many varieties and a variety of mobile ground mission systems. The contractor shall provide qualified personnel, material, facilities, equipment, software, training, program and project management, engineering, technical and production for the development of prototype aircraft modifications and mission systems and the production of limited quantities of systems developed either through this contract vehicle or organically by the government. Contract deliverables may include but are not limited to: feasibility studies, design, analysis, documentation, fabrication and installation of various aircraft modifications, pod-based systems, modified or new ground support equipment, mobile mission systems and materials in support of Government organically executed efforts. The Contractor can expect a range of team structures to include but not limited to: -All Tasking executed by the Contractor -Engineering performed by Government, fabrication and/or installation performed by Contractor -Engineering performed by the Contractor, fabrication and/or installation performed by the Government -Facility and material procurement support only by Contractor, supporting Government organic tasking -Integrated Project Team with both Contractor and government sharing engineering, fabrication and installation functions Note (1): The Government reserves the right to cancel this requirement at any time prior to contract award and submission of a proposal does not guarantee Government award of a contract Note (2): A final Technical Data Package (TDP) will be made available upon request through AMRDEC.
