Estimated start date:August 2017 Requests for Information (RFIs) and Responses. ALL RFIs MUST BE SUBMITTED IN WRITING IN ORDER TO BE ANSWERED. RFI s WILL BE ANSWERED VIA NECO AND FEDBIZOPS. NO PHONE CALLS WILL BE RESPONDED TO DURING OPEN PROCUREMENTS. RFIs MUST HAVE BEEN SUBMITTED BY 20 SEPTEMBER 2016. NO ADDITIONAL QUESTIONS WILL BE RESPONDED TO BY THE GOVERNMENT. Point of Contact Stephen Sparks, Contract Specialist Email: Stephen.sparks@ navy.mil RFI 1: On page 5 under Submission Requirements you note the page limit does not include ISRs, certificates, PPQs, licenses, or the draft subcontracting plan... Since this a small business set-aside contract is a small business subcontracting plan required? Is it required only if a small business prime has small business subs? RFI 1 RESPONSE: No subcontracting plan is required since this is a small business set aside. RFI 2: In addition to submitting the complete CPAR/PPQ package for the 5 sample projects, can we submit a total tally of CPAR ratings for the team from the last 5 years (including the 5 sample projects)? This would be in tabular format in Section H. RFI 2 RESPONSE: Not required. The Government will pull past performance from the Past Performance Information Retrieval System (PPIRS). RFI 3: As part of Amendment 3, there was a question pertaining to Teaming Agreements. The solicitation only makes references to Teaming Arrangements...are these synonymous? If so, the contractor SF330 package is to submit a FOIA request, thus exposure of executed legal Teaming Agreements with our teaming partners. Is this the intent? RFI 3 RESPONSE: Teaming Agreements are not required as long as the arrangement is identified and company relationships are fully disclosed in the SF330. If a Joint Venture teaming arrangement is already established for submittal, the copy of the agreement shall be submitted. Any Joint Venture selected for award without an agreement in place will have to submit the agreement prior to award. RFI 4: The solicitation makes reference to FAR 52.219-18 which pertains to 8a firms as a requirement for JVs and consortia of firms. Is the intent that this solicitation be an 8a set-aside? If not 8a set-aside, does this require that a consortia of firms include an 8a firm as a teaming partner? RFI 4 RESPONSE: Verbiage removed in Amendment 4. RFI 5: Should the company tabular data from page 11 be presented in Section E? RFI 5 RESPONSE: Section H. RFI 6: Page 5 of the original solicitation under SUBMISSION REQUIREMENTS states Introductions shall be included in Sections E and F. This is not normally part of the SF330 format. Do we modify the SF330 format for Sections E and F to incorporate this Introduction section? Or do we keep the integrity of the SF330 format and provide the Introduction outside of the SF330 format? RFI 6 RESPONSE: Introductions shall be no more than 1 page, 11 pt or larger, Times New Roman font and placed outside Section E of the SF330. This page will not be included in the page count. RFI 7: I was wondering if you can confirm it is a Small Business set-aside and not an 8(a) set-aside? RFI 7 RESPONSE: Yes, Small Business Set Aside. RFI 8: Reference the Aug 30 modification to the above solicitation: Consistent with the increase of the maximum project size to $1M (thus expanding the selection pool of eligible projects) can the project completion date be changed to coincide with the proposal submission date of October 4th? RFI 8 RESPONSE: The Government does not intend to change the date for the project completion for the project submittals. ALL RFIs MUST BE SUBMITTED IN WRITING IN ORDER TO BE ANSWERED. RFI s WILL BE ANSWERED VIA NECO AND FEDBIZOPS. NO PHONE CALLS WILL BE RESPONDED TO DURING OPEN PROCUREMENTS. RFIs MUST HAVE BEEN SUBMITTED BY 20 SEPTEMBER 2016.
