- National Institute of Standards and Technology (NIST) Acquisition Management Division Notice of Intent for a Sole Source Purchase The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Raytheon BBN Technologies, Corp., located in Cambridge, MA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for providing Calculations, Simulations, & Design of Multi-Mode Parametric Circuits Technical Support Services. The unique technical specification of this device concept was originally designed by the technical expertise now being provided through Raytheon BBN Technologies, Corp. Interested parties must be an expert in advanced concepts in multi-mode parametric coupled mode theory as well as microwave electronics and design. Any interested party would work with the Advanced Microwave Photonics Group to advance the theory of multi-mode superconducting microwave circuits, assist in design of new superconducting circuits for fabrication and testing at NIST (including electromagnetic numerical simulation) and write-up experimental and theoretical results for publication. In addition, travel to NIST Boulder would be required. The NAICS Code is 541990 with a Size Standard of $15M. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Raytheon BBN Technologies, Corp. for this requirement. Interested parties that can demonstrate that they could satisfy the requirements listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to aron.krischel@nist.gov. All responses to this notice of intent must be submitted so that they are received at aron.krischel@nist.gov no later than October 3, 2016 at 10 a.m. MST.
