- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is SAQMMA16Q0444 and is issued as a Request For Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-89-1. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210. This requirement is full and open and all qualified offerors may submit quotes. Description: Contract Line Item 001 - Warranty renewal for Detection Analysis Receiving Technology (DART) (electromagnetic spectrum acquisition and analysis system). This is an all or nothing quote. Partial or incomplete offers will not be accepted or considered. ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible, to enable the Government to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered. No questions will be received or answered by telephone. All questions can be forwarded via email to smithsl@state.gov*** In addition to providing forcing for this solicitation, each Offeror must provide NON-PRICING responses(e.g. technical descriptions, specifications, quantity per package, copy of the provision 52.212-3, Offeror Representations and Certifications, etc.) so that they are received no later than the closing date and time for this solicitation. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial. Offerors are advised to complete and submit copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with the offer. The following clauses apply to this acquisition: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The FAR Clause at 52.225-3, Buy American-Free Trade Agreements-Israeli Trade Act, or an equivalent agency clause applies and "one or more of the items under this acquisition is subject to Free Trade Agreements. FAR Clause 52.225-5, Trade Agreements or an equivalent agency clause applies and "one or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements". The U.S. Department of State, Office of Acquisition Management intends to award this contract action to CTL-SystemWare Inc. This procurement of system warranties and diagnostics of the DART system from CTL-Systems which is currently being utilized by the agency, is due to this company is the sole developer and manufacturor of the DART system. This combined synopsis/solicitation will only be made available through the GPE. All Quotes must be valid for a minimum of 30 days from the closing date for this solicitation. No exceptions or qualifications. The selected Offeror must comply with the commercial item terms and conditions of the solicitation.
