- Draft EWAT PBWS Draft CDRLs Draft CDRLs Draft CDRLs Draft CDRLs Draft CDRLs Draft CDRLs Draft CDRLs SYNOPSIS CONTRACTED AIR SERVICES ELECTRONIC WARFARE AIRCRAFT TRAINING The Naval Air Warfare Center Aircraft Division (NAWCAD) Contracts Department (AIR 2.5.1.12), Patuxent River, MD is posting this sources sought to determine acquisition strategy for satisfying this requirement according to the attached Performance Based Work Statement (PBWS) and determine if industry can support a full and open competition for this requirement and/or a total socio-economic Small Business set-aside is justified. The services of two (2) stand-off jamming capable aircraft will bring the fleet the capability to disrupt radar and communications systems as would occur in an Electronic Warfare environment. The Commander Naval Air Forces (CNAF) Fleet Integrated Training (FIT) Contracted Air Services (CAS) Electronic Warfare Aircraft for Training (EWAT) program provides contractor owned and operated aircraft to the United States Navy (USN) for Fleet Training. The USN utilizes the aircraft to train shipboard and aircraft weapon system operators and aircrew tactics and procedures to counter potential enemy Electronic Attack (EA) threats. Training support is not limited to CONUS. When tasked, the support requirement may be located at foreign or remote bases outside CONUS. Other customers for CAS under this contract include, other DoD department, agencies and services; non-DoD Government agencies; Foreign Military Sales (FMS), as well as Research, Development, Test and Evaluation (RDT&E) customers. The existing contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) effort and is due to expire November 2018. The period of performance for this effort will be five (5) years from 5 November 2018 through 4 November 2023 with performance commencing in November 2018. The estimated RFP release is May 2017 and the estimated award date is April 2018. The contract is anticipated to be Firm Fixed Price Type. The results of the Sources Sought will be used to determine if competition or Small Business opportunities exist. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small Business responses and conduct further market research to identify a subcontracting goal. ELIGIBILITY This requirement is being procured under the Product Service Code (PSC) code V121. The applicable North American Industry Classification System (NAICS) code 481219 and the size standard is $15.0M. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A DRAFT PBWS is attached to this sources sought for respondents to use in the development of their capabilities statement package. If your company has any questions about the statement of work, or areas that may need further definition, please also identify those in the response. It is requested that interested firms submit a brief capabilities statement package (no more than ten (10) one-sided, 8.5x11 inch pages, Times New Roman font of not less than 10 pitch) demonstrating eligibility to perform each of the services listed in the attached draft PBWS to the contracting office. A timeline to be mission capable after award must be included in your capabilities package. This documentation must address at a minimum the following items: 1. Provide a statement including company name, current small/large business status and company profile to include number of employees, annual revenue history, office locations, Cage code, and DUNs number. 2. What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. 3. What specific capabilities and/or technical skills does your company possess which ensure you can perform the tasks? It is requested that, in the response to the Sources Sought, the company explain its capability to accomplish the work specified under the following sections of the PBWS: •· 3.3 Mission Planning •o Ability to schedule and plan to cover Naval exercises conducted semi-annually or on an as needed basis. •· 3.4 Deployments •o Ability to deploy aircraft, personnel, and required support equipment/parts/tools to perform at a designated deployment sites on the West Coast and the East Coast and from any operating site worldwide during periods of deployment. •· 3.6 Maintenance Personnel •o Ability to provide maintenance personnel trained and certified to accomplish loading and unloading GFP, aircraft maintenance, and pre & post flight operations using Contractor-developed checklists and Ground Operating Procedures (GOPS). •· 3.9 Security •o Ability to provide contractor personnel who have access to classified material during the performance of this anticipated contract shall have the appropriate security clearances. All Contractor aircrews and any other personnel who in the conduct of their normal work would be aboard the aircraft during a classified mission, including EA technicians, shall have SECRET security clearances. •· 4.0 Specific Requirements EWAT Aircraft •o Ability to provide required aircraft for a simultaneous presentation of two (2) aircraft (one on each coast) that meet the performance specifications of Appendix (2). •· 6.1 Aircraft Modifications •o Ability to provide non-recurring engineering modifications to your aircraft and systems in accordance with FAA, CFR 14 and Navy Airworthiness requirements for each configuration. Please identify a ROM estimate of time to complete all aircraft modifications to meet mission requirements. For Small Businesses Only: Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this PBWS for the duration of the contract. If the company finds itself not capable to perform all parts of the PBWS, please specify which portions of the PBWS it is not capable of accomplishing. If the company will be teaming or utilizing subcontractors, please include information regarding which work the subcontractor will be responsible for and how the prime will determine the subcontractor is capable of accomplishing the work. Also, if the company has any questions about the structure of the statement of work, please also identify those in the response. Respondents to this notice also must indicate whether they qualify as an 8(a), Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern. If your company has any questions about the structure of the Performance Based Work Statement, or areas that may need further definition, please also identify those in the response. All responses must be sufficient to permit agency analysis to establish bona fide capability to meet requirements. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
