- General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 Contract Information. The U.S. Army Corps of Engineers, Rock Island District, is seeking Businesses that can provide the following: Cultural Resource Investigations in the Upper Mississippi River Basin, Mississippi Valley Division (MVD) U.S. Army Corps of Engineers -- Rock Island, St. Paul, and St. Louis Districts, Rock Island, Illinois. The proposed contract will be a Small business set aside, firm fixed price, five (5) year Indefinite Delivery Indefinite Quantity contract in accordance with procedures outlined in FAR Part 12, Acquisition of Commercial Items/Services and FAR Part 13, Simplified Acquisition Procedures. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside acquisition strategy decision. Minimum Technically Acceptable Contractor Expertise Criteria: The Contractor must demonstrate through experience, references, project lists, or reports, they possess relevant resources and expertise in completing archival and historical research; reconnaissance and intensive archaeological/geomorphological field surveys; site testing/evaluation for the National Register of Historic Places (NRHP); data recovery through site excavation; NRHP assessment and recordation of architectural resources; preparation of cultural resources input to management plans; special studies; laboratory analyses; computerized data base creation and management; technical reports; and preparation of National Register nomination forms. The Contractor shall also include experience performing under tight timelines. Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors. North American Industrial Classification Code (NAICS): 541720, Research and Development in the Social Sciences and Humanities Size standard: $20.5M Federal Service Code: F099 Other Natural Resources and Conservation Services Point of Contact: Carissa McKinley, at Carissa.j.mckinley@usace.army.mil Project Description: This indefinite delivery indefinite quantity contract is to assist the U.S. Army Corps of Engineers, Rock Island District (USACE) with its program of cultural resource investigations at various locations primarily within the Upper Mississippi River Basin, which includes the Rock Island, St. Louis, and St. Paul Districts, and could potentially occur within the Memphis, Vicksburg, and New Orleans Districts in the Mississippi Valley Division (MVD). Work will also be required throughout the Rock Island, St. Louis, and St. Paul Districts with an emphasis on Federally-owned projects and in areas (Federally- or privately-owned) that are under study for proposed Federal projects. Services required may include, but are not limited to, archival and historical research; reconnaissance and intensive archaeological/geomorphological field surveys; site testing/evaluation for the National Register of Historic Places (NRHP); data recovery through site excavation; NRHP assessment and recordation of architectural resources; preparation of cultural resources input to management plans; special studies; laboratory analyses; computerized data base creation and management; GIS mapping; technical reports; and preparation of National Register nomination forms. Services may be required on very short notice, necessitating close contact between the Contractor and personnel at the Corps office. All responses must be received by the specified time and due date to be considered. All successfully submitted responses will receive an acknowledgement by return email. ANY RESPONSES RECEIVED AFTER THE SPECIFIED DATE AND TIME WILL NOT BE CONSIDERED. Firm's response to this Sources Sought shall be limited to 10 (10) pages and shall include the following information: • Firm's name, address, point of contact, phone number, e-mail address, CAGE and DUNS number • This sources sought announcement is open for responses from small businesses. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) 541720, Research and Development in the Social Sciences and Humanities. Offeror's type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned, 8(a)). • Offeror's joint venture information, if applicable, existing and potential. • Provide relevant information on the Firm's experience/Capabilities as it pertains to the proposed work outlined in the Project Description. • Provide a maximum of two examples of projects similar in size, scope and complexity with a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction and the dollar value. Projects considered similar in scope include cultural resources management services provided in support of the operation and management of a large scale federal project such as a navigation channel or flood control reservoir, as well as cultural resources management services provided in support of a complex civil works project involving the private sector and federal entity. The Government may verify information in CPARS or PPIRS. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
