4200 C-21 MCINCR-RCO-JA-16026 LIMITED-SOURCES JUSTIFICATION 1. Contracting Activity. Marine Corps Installations National Capital Region - Regional Contracting Office (MCINCR - RCO) (MCINCR-RCO) 2010 Henderson Road Marine Corp Base (MCB) Quantico, VA 22134-5001 2. Description of Action Being Approved. This justification authorizes a task order to be entered into with Booz Allen Hamilton, located at 8283 Greensboro Drive, McLean, VA 22102, under the Multiple Award Schedule Program (FAR 8.401), in order to maintain mission critical professional services support for Headquarters Marine Corps (HQMC) USMCmax Business Systems Operations and Maintenance support. The original task order was issued against a SeaPort-e Indefinite Delivery/Indefinite Quantity (IDIQ) under Booz Allen Hamilton (BAH) contract N00178-04-D-4024 MUT4. The original task order was awarded by the MCINCR-RCO in accordance with FAR 16.2 and expires on 5 September 2016. Approval of this Limited Source Justification is appropriate under paragraph FAR 8.405-6 (a)(1)(i)(B). BAH is the only source capable of providing the services at the level of quality required due to the unique, highly specialized nature of the services. The new work will allow time for migration and transition from the Contractor provided services to the Facilities Systems Branch (FSB) at the Marine Corps IT Center in Kansas City, MO while minimizing additional costs. Once this migration is complete, contractor support services for this effort will no longer be required. This requirement will be procured under Booz Allen Hamilton's GSA Schedule GS-35F-0306J. The period of performance will be for six months, from 6 September 2016 through 6 March 2017. 3. Description of Supplies/Services. MCICOM/GF requires support services for its Facilities Sustainment, Restoration and Modernization (FSRM) Programs to provide functional and technical programmatic support to include project management planning and analysis, operation and maintenance (e.g., materials, equipment and transportation as required), and other technical support for the USMCmax business system. The Contractor shall provide all services, resources, materials, equipment and transportation necessary (except as otherwise specified herein) to accomplish the requirements of the Performance Work Statement (PWS). A majority of the work will be performed at the Contractor site, however, on-site work at the Defense Information Systems Agency (DISA) in Mechanicsburg, PA, and the Marine Corps IT Center in Kansas City, MO, may be required. The Marine Corps will provide access to any site where on-site work is required. The objective is to provide HQMC LFF/MCICOM GF-2 operations and maintenance support of its critical USMCmax business systems that provides for day-to-day management of FSRM maintenance and repair activities at 24 Marine Corps Installations worldwide. This service is needed to allow for an orderly migration and transition from the Contractor to the Facilities Systems Branch (FSB) at the Marine Corps IT Center in Kansas City, MO. FSB is a Government entity that will assume the operation and maintenance of the USMCmax Business System within the next six months. This task order allows for an orderly continuation of services following-on the original order until the transition is complete. 4. Statutory Authority Justifying Limiting Sources. The statutory authority permitting other than full and open competition is 10 U.S.C. §2304c(b)(2) as implemented by FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. 5. Rationale Justifying Use of Cited Authority. BAH has been providing unique, highly specialized, and complex professional services in the operations and maintenance of the USMCmax business system in support of MCICOM FSRM Programs as part of a Task Order initially awarded in September 2011 using the SeaPort-e contract vehicle. The Task Order was issued for a five (5) year period (one base year with four option years). During contract performance over the past five (5) years, BAH delivered a set of complicated information technology solutions for the FSRM program to include the operation and maintenance of the Marine Corps standard facilities maintenance business systems known as USMCmax. Due to the complexity and unique and highly specialized nature of the system, BAH is the only contractor with the requisite technical knowledge of the system to perform this requirement. The original transition of USMCmax business system's operations and maintenance to the FSB was scheduled for May 2016. Delays in the migration of the system past the period of performance of the existing contract has required MCICOM to pursue this new work for continuity of support services for a period of six (6) months (through 05 March 2017). Given the short duration of the work required and the highly unique / specialized nature of the original order, BAH has the technical expertise and corporate knowledge of the USMCmax Business System supporting the Marine Corps globally that no other source has at this stage of the requirement and therefore, a loss of the continuity of these services while maintaining a system availability of 99%, introduces a significant and unacceptable programmatic risk to the USMC in meeting day-to-day facilities maintenance responsibilities and could result in an increase of issues with regards to life, safety and health (along with attendant economic costs) aboard the Marine Corps Installations. The contractor must maintain all USMCmax business system interfaces that include the internet Naval Facilities Assets Data Store (iNFADS), and a Third Party Materials interface, and the Installation Statistics, Analytics and Reporting System (iSTAR). The risk of a gap in services or if continuity of service is not achieved will mean that an automated process to manage an $800M FSRM program day-to-day process would convert to a manual process. This would increase the Marine Corps cost of managing this highly complex and important program and will delay the maintenance and repair of $56B in facilities infrastructure used to train, house and support Marines, Sailors, Civilians and family members at the 24 Marine Corps Installations worldwide and render the multi-million dollar USMCmax system useless. 6. Description of Efforts Made to Solicit Offers from as Many Offerors as Possible. Market Research was conducted by reviewing existing contract vehicles such as NTIS's Joint Venture and GSA schedules. Based upon the highly specialized nature of this work, the incumbent is the only source capable of continuing to fulfill the Government's requirements until the transition to the Government FSB organization is complete. Once the system's operation and maintenance has transitioned to the Government FSB organization, no new solicitation for this effort is planned. 7. Determination of Fair and Reasonable Cost. GSA has determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, to be fair and reasonable for the purpose of establishing the schedule contract. The Contracting Officer has further determined the cost to the Government for the services covered by this Limited Sources Justification to be overall fair and reasonable and the best value to the government. The fair and reasonableness of the price has been determined using price analysis techniques outlined in FAR 15.404-1, pricing comparisons based upon historical prices paid, comparison to the Government cost estimate and a comparison of the same or similar labor rates found via the commercial market. The contracting officer has concluded that the order represents the best value consistent with FAR 8.404(d). 8. Actions to Remove Barriers to Future Competition. None. Since USMCmax Business System's operation and maintenance will be transitioned to the Government FSB organization, no new solicitation will be required.
