Description

This redacted Exception to Fair Opportunity (EFO) authorized and approved the issuance of a sole source Firm-Fixed Price Delivery Order for the modification to the TH-57 Operational Flight Trainers (OFTs) to implement GTN-650s to address obsolescence and provide Automatic Dependent Surveillance-Broadcast (ADS-B Out) capability, via the Training Systems Contract (TSC) III Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC), to FlightSafety International, in order to satisfy a minimum guarantee.
