- The Naval Air Systems Command (NAVAIR) awarded a task order under Basic Ordering Agreement (BOA) N00019-11-G-0009 to upgrade and retrofit 280 LAU-127 Guided Missile Launchers. The LAU-127 is designed to enable F/A-18 aircraft to carry and launch AIM-120 and AIM-9X Missiles. It provides the electrical and mechanical interface between the missile and launch aircraft as well as the two-way data transfer between missile and cockpit controls and displays to support preflight orientation and control circuits to prepare and launch the missile. The upgrade will incorporate features to prevent the missile from departing the launcher inadvertently. This acquisition was pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Marvin Engineering Co. is the Original Equipment Manufacturer (OEM) for the LAU-127. Marvin Engineering Co. alone has the expertise, special skills, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe to meet current and emergent fleet needs. Accordingly, Marvin Engineering Co. is the only known qualified, responsible source that can fulfill the requirements specified herein.
