Attachment 5 - Davis Bacon Wage Determination Attachment 4 - Natomas Basin Reach I Contract 1 Design Plans Attachment 3 - Project Specifications Attachment 2 - Section 00 73 05, Supplementary Condition Requirements for Reach I Contract 1 Attachment 1 - Section 00 01 15, List of Drawings Exhibit A - CLIN 0001 Exhibit (Sub-CLINs) Natomas Basin Reach I Contract 1 Improvement Project The Government anticipates issuing a Request for Proposals (RFP) with the intent of awarding a Firm-Fixed Price construction contract for the Natomas Basin Reach I Contract 1 Improvement Project. This acquisition is proceeding as an unrestricted / full and open request for proposals. However, please note that the RFP will require the successful prime contractor to self-perform the cut-off wall effort of this project. Project Description: The Natomas Basin Reach I Contract 1 is located on the reach of Natomas levee adjacent to the American River in Sacramento, California. Reach I Contract 1 includes installation of approximately two miles of cement-bentonite cutoff walls between Gateway Oaks Boulevard and Northgate Boulevard, mostly centered on Garden Highway. The cutoff walls will have an average depth of 45 feet. Excavation spoils will be hauled to a site three miles away, spread, and compacted. A landside drainage blanket will be installed on the levee slope underneath Interstate 5. Relocation and/or removal of waterlines, sanitary force mains, and other utilities will be included in this contract. Multiple lane closures, road closures, and bicycle trail closures are also included, requiring traffic control, detours, and signage for both vehicles and pedestrian/bicyclists. Repaving and striping of roads and trails is also included. The Government estimates issuing the Notice to Proceed (NTP) on or about 15 April 2017. The period of performance for construction is estimated to be 210 calendar days from NTP. In 2010, an approved Environmental Impact Statement/Environmental Impact Report coordinated with all appropriate Federal and State Environmental agencies provides a six-month time constraint for closure of Garden Highway. This time frame is critical component of this project and is non-negotiable. In accordance with the DFAR 236.204, the disclosure of magnitude for this construction project is between $10,000,000 and $25,000,000. This proposed contract action will be conducted using FSC Code: Y1LC and North American Industry Classification System Code (NAICS): 237990 Highway, Street and Bridge Construction and the small business size standard is $36.5 million. The site visit/pre-proposal conference date, time and location will be identified in the solicitation.
