Description
This Project is for the Fuel Supply Facility 1458 located at Mayport Naval Station. The requirement includes restoration of existing facility and construction of a new Oil Water Separator. This project is located at Naval Station Mayport fuel farm, and entails the constructing a method of diverting clean stormwater from containment areas into a stormwater pond instead of sending to the oily waste disposal system. Having a method to divert clean stormwater away from the oily waste disposal system will save taxpayer dollars that are currently being used to treat clean water unnecessarily. There are two main containment areas in this system, which require modification. The first area is containment for lube oil tanks and the second area is a truck fill stand. The existing drain lines from these containment areas will be modified to include a new branch that ultimately drains to the stormwater pond. The existing drain lines will continue to flow into the existing pump station that discharges into the existing oily waste disposal line. Flow diversion will be achieved by installing new post indicator valves on the existing drain line and on the new branch line. Upon visual inspection for oily contamination by trained personnel, the appropriate valve will be opened to allow flow to either oily waste disposal or the stormwater pond if no contamination is detected. A new oil/water separator will be constructed on the new drain line flowing to the pond. This will ensure the water quality of the runoff is maintained prior to discharge from the stormwater pond. Additionally, a skimmer will be constructed on the outlet control structure to further prevent any traces of oil-based liquids from being discharged from the stormwater pond. The fuel farm is located on the northern part of the station west of the airfield. The northern boundary of the site is the St. Johns River. This is an active facility that will require the contractor to coordinate with the customer throughout construction to minimize impact on operations. The design has attempted to minimize disruptions by requiring construction of only two storm pipe crossings through active vehicular areas. The remainder of the work largely avoids impacting operations as it will be in grassy areas. There are several existing utilities located within the project limits. The solution required careful consideration of the horizontal and vertical location of existing utilities. By designing around existing utilities, this project will have less impact on the existing system will reducing the cost to re-route lines.
